Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. Coalition Forces Detain Seven in Central, Northern Iraq

WASHINGTON, April 10, 2008 – Coalition forces detained seven suspected terrorists during operations targeting al-Qaida in central and northern Iraq today.

— In Taji, coalition forces detained two suspected terrorists during operations targeting associates of terrorist leaders in the Baghdad’s northern belt.

— Two additional suspects were detained in Mosul during a mission targeting an individual who allegedly oversees al-Qaida attack operations in the area.

— West of Baghdad, coalition forces targeted al-Qaida operatives in Abu Ghraib, detaining three suspected terrorists.

In yesterday’s Iraq operations:

— Soldiers from the 4th Infantry Division’s 3rd Brigade Combat Team manning a combined checkpoint with Iraqi national police were attacked by criminals with small-arms fire from a rooftop in northeastern Baghdad. Soldiers returned fire and killed one criminal.

— Members of the 101st Airborne Division’s 2nd Brigade Combat Team killed four criminals in northwestern Baghdad after they were attacked with rocket-propelled grenades at a checkpoint.

— An aerial weapons team engaged criminals who attacked soldiers with small-arms fire as they placed concrete barriers at a joint security station in northeastern Baghdad. The aerial weapons team fired two Hellfire missiles at the criminals, killing four.

— Soldiers from the 101st Airborne Division’s 2nd Brigade Combat Team killed four criminals after being attacked with small-arms fire from two different locations in northwestern Baghdad.

— A mission in Taji focused on a terrorist believed to work directly with terrorist leaders in Baghdad’s southern belt. He was identified while driving with another individual. Ignoring coalition attempts to stop the vehicle, the terrorists tried to evade capture. Coalition forces engaged the vehicle to stop it, killing the two terrorists inside.

— An operation in Mosul netted two suspects when coalition forces targeted a terrorist believed responsible for assassinations, kidnappings and the facilitation of suicide bombings. Coalition forces surrounded the area and cleared the targeted building, as well as several others in the neighborhood, detaining two suspected terrorists in the process.

— Members of the 4th Infantry Division’s 1st Battalion, 22nd Infantry Regiment, 1st Brigade Combat Team, currently attached to the 1st Infantry Division’s 4th Brigade Combat Team, acted on a tip from a concerned Iraqi citizen and detained a suspect. The suspect, believed to be the leader of an improvised explosive device production cell, responsible for making armor-piercing explosively formed projectiles, was detained during a cordon-and-search operation in the Aamel Beladiya neighborhood of Baghdad’s Rashid district. The soldiers also discovered a homemade bomb.

In operations in Iraq on April 8:

— With the assistance of Karbala police, members of 33rd Iraqi Army Brigade conducted an intelligence-driven operation targeting a house in Husayniyah, south of Baghdad. The Iraqi forces discovered a large weapons cache and detained six criminal suspects. The cache included a homemade bomb, a 60 mm mortar tube, rifles, hand grenades, rocket-propelled grenades, mortars, and small-arms rounds. It also included blocks of C4 explosive, which were dated from 2007 and appeared to be Iranian-produced, according to an intelligence officer for Military Transition Team 33.

— Members of 3rd Company, 4th Battalion, 25th Brigade, 6th Iraqi Army Division, turned over a cache found in Arab Jassim that included 155 mm artillery rounds, empty pipes and 50 pipe caps.

— A local Iraqi turned in a cache containing a primer, various munitions rounds, and a 15-pound bag with a mixture of munitions pellets, diesel and fertilizer to Patrol Base Warrior Keep. Soldiers from the 101st Airborne Division’s Company D, 1st Battalion, 187th Infantry Regiment, 3rd Brigade Combat Team, stored the munitions for inspection by an explosive ordnance disposal team.

In operations in Iraq earlier this week, Iraqi security forces and the local “Sons of Iraq” citizen security group discovered 11 weapons caches during operations spanning two days. Five caches were discovered in Diyala province, along with two caches each in Tamim, Ninevah and Salahuddin provinces. They consisted of rockets, mortars, projectiles of different sizes and hundreds of pounds of bomb-making materials.

ARTICLE SNIPPET: “The report said that the site, about 230km southeast of Tehran, and the link with Iran’s long-range program, was revealed by Jane’s Intelligence Review after a study of the imagery by a former Iraq weapons inspector.

Geoffrey Forden, a research associate at the Massachusetts Institute of Technology, was quoted by The Times as saying that there was a recently constructed building on the site, about 40 meters in length, which was similar in form and size to the Taepodong long-range missile assembly facility in North Korea.

According to Forden, the examination of the launch site revealed that it was part of a large and growing complex “with very high levels of security and recent construction activity”. It was clearly “an important strategic facility”, he said.

Jane’s Intelligence Review claimed that the satellite photographs prove that the Kavoshgar 1 rocket was not part of a civilian space center project but was consistent with Iran’s clandestine program to develop longer-range missiles.”

Pakistani Hindu killed over blasphemy accusation
APMA Chief calls for redefining blasphemy laws

KARACHI, PAKISTAN (ANS) — A Pakistani Hindu factory worker, Jagdeesh Kumar, 22 has been beaten to death by his Muslim coworkers in the port city of Karachi after he was accused of passing blasphemous remarks against Prophet Muhammad, ANS has learnt.

Regretting the brutal killing of Jagdeesh over an alleged blasphemy accusation, the Chairman of the All Pakistan Minorities Alliance, (APMA) Mr. Shahbaz Bhatti told ANS that the family of the deceased told him that he did not have anything to do with religion.

Earlier on Saturday, March 29, Mr. Bhatti urged the Pakistan Parliament to repeal all laws perceived as discriminatory by Pakistani religious minorities’ communities besides voicing other concerns of minorities in his maiden address to the Pakistan parliament.

Shahbaz heads APMA, a representative group of all religious minorities including Christians, Hindus, Sikhs and other religious minorities living in Pakistan, a predominantly Muslim country.

Citing the killing of the Hindu man as “yet another example of misuse of blasphemy laws”, Shahbaz said that the blasphemy laws were being exploited by the religious radicals as a weapon to lash, persecute, terrorize, victimize, subjugate and intimidate Pakistani religious minorities. He regretted extrajudicial killing of several blasphemy-accused in the past.

He took exception to the definition of the blasphemy laws and termed it as “open-ended and vague”.

“There should be a proper definition of the law. The killers of blasphemy accused should be brought to justice”, demanded the Christian member of the Pakistan parliament.

“The blasphemy-accused serving their terms in jails are vulnerable to attacks from the Muslim inmates. They are living in a situation of life-and-death”, he said, pointing to the odds that stack against people stigmatized with blaspheming.

Dubbing the incumbent government as “progressive and liberal”, he said it was “about time that the law was abolished”.

APMA, he said had been raising voice for repeal of the controversial laws for a fairly long time. “We back the demand of human rights and Christian rights groups who have been demanding that the law be scrapped.”

He told ANS that the judges have been reluctant to hear the cases of blasphemy accused in the past. The families of the accused are attacked and intimidated by the radical Muslims, he said.

Accentuating the post-trial trauma of the blasphemy-accused, Mr. Shahbaz said that even though they have been acquitted by courts the fear of attacks and intimidation keeps them from living in the locality they were living before they were implicated in blasphemy cases.

They (the blasphemy-accused) are forced to live as “refugees” in their own homeland, said Shahbaz, stressing the perpetual suffering the blasphemy accusation through all of their lives.

He said the APMA members had made an inflexible commitment to get the laws abolished. He said he was deliberating to move a bill in the parliament for either repeal of the laws or for introducing legislation with a view to stop the “misuse of the draconian laws”.

The Christian parliamentarian called for setting up of a judicial commission. The APMA, he said, would like the commission to review all cases of people who have been accused of blasphemy.

“We demand release of all innocent people who have been slapped with false blasphemy accusations by the Muslims to either settle scores or take vengeance”, he said.

Shahbaz Bhatti said he did not believe that a member of Pakistani minorities’ communities, who is already down-trodden, subjugated and oppressed, would dare to commit blasphemy against the Prophet Muhammad.

When ANS asked him what chance he saw in getting the legislation done regarding either the repeal or any amendment in the laws with a view to put an end to its misuse, Shahbaz Bhatti said he was mindful of the opposition to any such proposal by the opposition parliamentarians as well as by what he called as “radical-minded Muslims”.

“We will raise our voice for the repeal of the blasphemy laws”, he said “We will do all we can to ensure that the law is abolished”.

The Christian legislator described repeal of discriminatory laws as “mission” of his life. “The APMA is ready to pay any price to get the blasphemy laws repealed”, he said.

He said that he feared he could be attacked but vowed to continue advocating the case of Pakistani minorities. Shahbaz emphasized that the APMA would continue to wage struggle until Pakistani minorities have got equal and similar rights.

The APMA Chief called for absolute religious freedom for Pakistani minorities, social justice and human equality.

He expressed his optimism that all elected members of the APMA will mount concrete efforts to uplift Pakistani minorities. “We will assist and reach out to our persecuted brothers and sisters”, he concluded.

‘Surge’ Brigade redeploys

BAGHDAD – Soldiers from the 4th Brigade, 1st Infantry Division are redeploying to Fort Riley, Kan., this month.

The 4th Brigade deployed in February 2007 to secure the Rashid Security District of southern Baghdad, and to help improve the safety and quality of life for the approximately 1.2 million people living there. During this time, the 4th Brigade was part of the initial surge of five additional brigades into Iraq.

“I am proud of Task Force Dragon’s Soldiers and the amazing work they’ve done in 14 months here,” said Austin, Texas, native Col. Ricky D. Gibbs, 4th Brigade commander. “We successfully reduced sectarian violence and attacks against Coalition and Iraqi Security Forces by more than 60 percent across the board, strengthened bonds with our ISF brothers, as well as the district and neighborhood governments, and worked diligently to restore essential services.

“We also got to know the people of Rashid, many of whom helped us to end the cycle of violence by courageously providing information leading to the capture of hundreds of criminals who were not acting in the best interests of a secure and stable Iraq.

“The quality of life for the residents of the Rashid Security District improved greatly as a result of the 4th Brigade Combat Team and its Iraqi Security Force partners,” said Brig. Gen. Michael Ferriter, Multi-National Corps – Iraq Deputy, Commanding General – Operations. “As the second of the five surge brigades to deploy, the brigade played an integral role in establishing the conditions for long-term security in Iraq.”

The UAV fired a Hellfire missile killing six heavily armed criminals at approximately 9:45 p.m.

BALAD, Iraq – Iraqi Security Forces, advised by U.S. Special Forces, detained two suspected al-Qaeda in Iraq improvised explosive device cell members and one insurgent cell leader in separate operations April 8 and 9.

In Ramadi, the Anbar Counterterrorism Directorate conducted an operation to capture members of an AQI IED cell operating out of the Albu Faraj area of Ramadi.

The cell is accused of multiple attacks against Iraqi and Coalition forces including an IED attack March 25.

The group also owned an IED cache found by the Albu Faraj Iraqi Police March 30. Two cell members were detained during the operation.

In Mosul, 2nd Division Iraqi Army Soldiers captured the suspected leader of seven “battalions” of insurgents throughout Mosul. His cells are believed to be responsible for IED and indirect fire attacks against Iraqi and Coalition forces including two suicide vest IED attacks against tactical control points in eastern Mosul March 13.

Carla Del Ponte, who stepped down in January as chief prosecutor at the Hague tribunal for crimes committed in the Balkan wars of the 1990s, said investigators found a house suspected of being a laboratory for the illegal trade.

Carla Del Ponte: allegation

A senior adviser to Hashim Thaci, Kosovo’s prime minister and a leading member of the Kosovo Liberation Army which is accused of benefiting from the trade, yesterday denied the allegations.

“These are horrible things even to imagine,” said Bekim Collaku. “But this is a product of her [Miss Del Ponte’s] imagination.”

Miss Del Ponte reports that the allegations were made by several sources, one of whom “personally made an organ delivery” to an Albanian airport for transport abroad, and “confirmed information directly gathered by the tribunal”.

According to the sources, senior figures in the Kosovo Liberation Army were aware of the scheme, in which hundreds of young Serbs were allegedly taken by truck from Kosovo to northern Albania where their organs were removed. Miss Del Ponte provides grim details of the alleged organ harvesting, and of how some prisoners were sewn up after having kidneys removed.

“The victims, deprived of a kidney, were then locked up again, inside the barracks, until the moment they were killed for other vital organs. In this way, the other prisoners were aware of the fate that awaited them, and according to the source, pleaded, terrified, to be killed immediately,” Miss Del Ponte writes.

The claims in The Hunt: Me and War Criminals have renewed tensions between Serbia and its former province of Kosovo, which declared independence two months ago. In it, the Swiss ex-prosecutor reveals how her efforts to bring alleged war criminals to justice were stymied by lack of co-operation from all sides - Serb, Albanian and even Nato. But it is her report of the organ traffic that has caused most shock, even in a region long hardened to horror.

Vladan Batic, Serbia’s former justice minister, said: “If her allegations are true, then this is the most monstrous crime since the times of Mengele, and it must be made a priority, not only of the domestic judiciary but also of the Hague Tribunal.” The book reports a visit by Hague tribunal investigators to a house south of the Albanian town of Burrel where they found traces of blood across a wide area, as well as medical equipment.

“The investigators found pieces of gauze, a used syringe and two plastic IV bags encrusted with mud and empty bottles of medicine, some of which was of a muscle relaxant often used in surgical operations,” she writes. However, she concludes that the finds do not amount to sufficient proof for a war crimes tribunal. In Belgrade, the Serbian capital, an association of families of Serbs still listed as missing since the Kosovo war, said it would sue Miss Del Ponte, alleging that she had failed to act over the alleged organ-farming scandal. Serbia’s war crimes office announced it had opened its own investigation.”

U.S. citizens in Yemen should exercise caution and take prudent security measures, including maintaining a high level of vigilance, avoiding crowds and demonstrations, keeping a low profile, varying times and routes for all travel, and making contingency emergency plans such as ensuring travel documents are current. All American Citizens who have not already done so are urged to register with the U.S. Embassy.

Navy Fires Warning Flare as Iranian Boat Approaches in Persian Gulf

WASHINGTON — The U.S. Navy says one of its ships encountered a small Iranian high-speed boat in the central Persian Gulf. The Navy says the boat stayed away after the ship fired a flare.

Two other similar Iranian boats in the area did not approach as closely.

The USS Typhoon tried unsuccessfully to establish radio contact with the Iranian boat after it came within an estimated 200 yards of the Typhoon on Thursday, outside Iranian territorial waters. A Navy official says the ship then fired the flare and continued on its way northward without incident.

The official said Friday that the Iranian boats did not appear to have been armed.

It was at least the second U.S. Navy encounter with an aggressive Iranian high-speed boat this year. In January, Iranian boats made what the Navy called provocative moves near a U.S. ship in the Strait of Hormuz.

Satellite Photos Show ‘Secret Launch Site’ for Iran’s Long-Range Missiles

The secret site where Iran is suspected of developing long-range ballistic missiles capable of reaching targets in Europe has been uncovered by new satellite photographs.

The imagery has pinpointed the facility from where the Iranians launched their Kavoshgar 1 “research rocket” on Feb. 4, claiming that it was in connection with their space program.

Analysis of the photographs taken by the Digital Globe QuickBird satellite, four days after the launch has revealed a number of intriguing features that indicate to experts that it is the same site where Iran is focusing its efforts on developing a ballistic missile with a range of about 4,000 miles.

A previously unknown missile location, the site, about 143 miles southeast of Tehran, and the link with Iran’s long-range program, was revealed by Jane’s Intelligence Review after a study of the imagery by a former Iraq weapons inspector. A close examination of the photographs has indicated that the Iranians are following the same path as North Korea, pursuing a space program that enables Tehran to acquire expertise in long-range missile technology.

Geoffrey Forden, a research associate at the Massachusetts Institute of Technology, said that there was a recently constructed building on the site, about 130 feet long, which was similar in form and size to the Taepodong long-range missile assembly facility in North Korea.

Unmanned Aerial Vehicle Kills Six Armed Criminals Near Baghdad

WASHINGTON, April 11, 2008 – A Hellfire missile fired from a coalition unmanned aerial vehicle killed six heavily armed criminals in northeastern Baghdad yesterday, military officials reported.

Officials said coalition forces from Multinational Division Baghdad operating the UAV fired on a large group of criminals with rocket-propelled-grenade launchers and a mortar tube.

In other operations in Iraq yesterday:

— Soldiers with the 101st Airborne Division’s 3rd Brigade Combat Team found a weapons cache in Janabi. It contained a wide variety of ammunition and illumination rounds, propellant, fuses, a hand grenade, TNT and other bomb-making materials. The cache was turned over to an explosives team for detonation.

— A Multinational Division Baghdad aerial weapons team saw three men at a potential rocket site in northeastern Baghdad. When the men caught site of the team, they fled the scene in a black sedan. But when a UAV showed the criminals returning to the site and confirmed the presence of rockets, the team returned and destroyed three rockets with a Hellfire missile. The criminals fled the scene. The presence of two additional rockets was confirmed at a different site a short time later. The team also destroyed those rockets with a Hellfire missile.

— In a separate event, a UAV showed a rocket launch site and positively identified a vehicle used in the earlier attack in northeastern Baghdad. The UAV hit the sedan with a Hellfire missile.

— Iraqi soldiers discovered more than 30 bodies in a mass grave at a house in Mahmudiyah on April 10. Initial reports indicate the remains had been buried for more than a year. The entire house has been declared a grave site, and the Iraqi army is excavating the area.

During operations in Iraq on April 9, soldiers from the 4th Infantry Division’s 1st Brigade Combat Team discovered a weapons cache in Baghdad’s Rashid district. The cache included multiple mortar rounds and bomb-making materials, rounds of 7.62 mm ammunition, a rocket-propelled grenade with launcher, a sniper rifle, blasting caps, and detonation cord.

Earlier this week in Iraq:

— Iraqi security forces detained two suspected al-Qaida bomb-making-cell members and one insurgent cell leader in separate operations.

— The Anbar Counterterrorism Directorate, advised by U.S. Special Forces soldiers, conducted an operation to capture members of an al-Qaida bomb-making cell operating out of the Albu Faraj area of Ramadi. The cell is accused of multiple attacks against Iraqi and coalition forces, including a homemade-bomb attack March 25. The group also owned a homemade-bomb cache found by the Albu Faraj police March 30. Two cell members were detained during the operation.

— In Mosul, 2nd Iraqi Army Division soldiers, also advised by U.S. Special Forces soldiers, captured the suspected leader of seven “battalions” of insurgents throughout Mosul. His cells are believed to be responsible for bombings and indirect-fire attacks against Iraqi and coalition forces, including two suicide-vest attacks against tactical control points in eastern Mosul on March 13.

Mission Police not only captured several individuals suspected of being involved in a home invasion early Sunday morning, but police also confiscated high-powered weapons possibly used in several home invasions throughout Hidalgo County.

A group of four Mexican nationals were formally charged with engaging in organized criminal activity.

Mission police said they are linked to a home invasion at an apartment located on the 700-block of North Dunlap Road.

“Approximatelly four to five individuals had gone in at gun point demanding jewelery, demanding money and other valuables belonging to the victim,” said Mission Police Lt. Martin Garza.

The men were arrested after a Crime Stoppers tip reported several individuals were selling jewelery in the area of 4-1/2 Mile Line and North La Homa Road.

They were placed under custody when the items they had in their possesion proved to be stolen.

“That jewelry was identified as the jewelry belonging to our victims on Sunday morning, as well those individuals were identified through photo lineups as the persons involved in this home invasion,” Garza stated.

The investigation lead police to execute two separate search warrants in the area of Donna where detectives found several stolen items belonging to the victims.

But Police also seized several semi-automatic weapons, ammunition, bullet proof vests, home made sky masks, along with security badges.

“Those items are high-powered weapons that are used in these type of organized criminal activity,” Lt. Garza said. “We believe these individuals might have been involved in other ones here in the County of Hidalgo.”

The suspects arrested in the case were identified as:

Ever De Leon Alejandro Vasquez Jose Martinez Leandro Bolaños Suspects De Leon, Vasquez and Bolaños are believed to be part of the Sunday home invasion.

They each recieved a $1 million bond during a Wednesday arraignment.

Investigators believe that Martinez sold the stolen jewelry. He recieved a $500,000 bond.

But police are also looking for two more individuals linked to the ring: 38-year-old Rodolfo De Leon and 22-year-old Hervey De Leon.

“These individuals are being charged with not only aggravated robbery but also engaging in organized criminal activity,” Garza said.

WASHINGTON, April 8, 2008 – Five suspects were caught yesterday during two separate operations targeting extremist networks in Afghanistan’s Uruzgan and Khowst provinces.
In an operation in Tirin Kot district, Uruzgan province, coalition forces searched the compounds of a known Taliban bomb facilitator responsible for several attacks in the province. Forces detained three suspects there.

In a separate operation, Afghan National Police and coalition forces searched compounds in the Nadir Shah Kot district, Khowst province, targeting a terrorist network leader charged with funneling foreign fighters and weapons into the area. Forces nabbed the leader along with another suspect.

In other operations in Afghanistan, coalition forces recovered a cache of weapons and bomb-making materials last week. Coalition forces searched compounds in the Garmsir district of Helmand province, looking for a Taliban insurgent accused of bringing weapons and bombs into the area. Forces found several small-arms weapons, rockets, rocket-propelled grenades, large-caliber rounds and bomb-making materials. The cache was destroyed.

Significant caches found North of Habbaniyah

Habbaniyah, Iraq – Marines of 2nd Battalion 24th Marines, Regimental Combat team 1 discovered nine caches north of Habbaniyah, Iraq April 8, 2008.

The nine caches included more than 29,000 small arms rounds, 170 mortar rounds and assorted fuses, 104 artillery rounds, 47 grenades, 86 rocket propelled launchers, 15 anti-personnel and tank mines and two SA-7 surface-to-air missiles.

Also found at the sites were several compressed gas cylinders, 10 pounds of high explosives and an assortment of detonation cords, triggering devices, electrical blasting caps, fuses, primers and several cell phones.

The sites also included more than 35 rockets, rocket launchers, igniters, propellants and several AK-47s with magazines and 50cal machine gun.

“2nd Battalion 24th Marines brings a unique skill set to the fight, being reservists they apply knowledge from their civilian jobs to today’s battlefield.

Numerous Marines in the battalion are law enforcement officials, they know how to work the streets.

They know how to work with the local citizens, finding this cache is an example of a well trained battalion working with the locals to accomplish the mission,” said Maj. Matthew Reid, current operations officer, Regimental Combat Team 1.

An EOD team collected the weapons cache for disposal.

Iraqi Border Patrol discovers large mines cache in Diyala Province

TIKRIT, Iraq – The Iraqi Department of Border Enforcement discovered a large weapons cache in the eastern desert of Diyala Province April 11.

The cache contained more than 100 anti-personnel mines as well as anti-tank mines and a 155mm projectile.

The Iraqi Department of Border Enforcement in northern Iraq contains more than 8,700 agents and covers nine points of entry into the country. They also patrol the border and conduct other assigned law enforcement duties.

“Iraqi Border Enforcement is an invaluable asset towards the security of Iraq,” said Maj. Peggy Kageleiry, a Multi-National Division – North spokesperson.

The USS Typhoon tried unsuccessfully to establish radio contact with the Iranian boat after it came within an estimated 200 yards of the Typhoon on Thursday, outside Iranian territorial waters. A Navy official says the ship then fired the flare and continued on its way without incident.

The official says there were no signs any boat was armed.”
