Iranian immigrants want Farsi-language Oklahoma driver's license testing

OKLAHOMA CITY -- The federal government is investigating whether the Oklahoma Department of Public Safety violated the civil rights of Iranian immigrants by refusing to provide them with driver's license tests in their native Farsi language.

The National Highway Traffic Safety Administration launched the investigation in March after a complaint filed on behalf of two Iranian nationals living in Bartlesville accused the state agency of unlawful discrimination based on their national origin, according to a letter from the NHTSA to Public Safety Commissioner Kevin Ward.

Public safety officials said Tuesday that offering state driver's license tests in Farsi could force the state to offer tests and other state documents in a host of other languages, creating new costs and administrative burdens. The written portion of Oklahoma's test is currently provided only in English and Spanish.

"The enormity of the situation is overwhelming," said Oklahoma Highway Patrol Capt. Chris West. Driver's license tests in multiple languages would create huge composition and printing costs and translators would have to be hired to grade the tests in each language, West said.

"It could be a huge financial burden. And very labor intensive," West said.

The complaint was filed on behalf of Fardha Sharifi and her husband, Alireza Sanghinmanesh, who immigrated to the United States with their young son, said Hassan Sharifi, Fardha Sharifi's cousin and a restaurant owner in Bartlesville.

He said the couple wanted to get Oklahoma driver's licenses last year but did not understand English well enough to take the Oklahoma test.

"They wanted to go to work. And I had to drive them around almost everywhere they went," said Hassan Sharifi, who immigrated to the U.S. 30 years ago. "It seemed like my life was interrupted."

He said he contacted state driver's license officials to see if the test could be provided in the couple's native language, Farsi.

"They didn't answer me," Hassan Sharifi said. "I feel bad. No one wants to take the responsibility."

Finally, the couple went to the neighboring state of Kansas, located less than 25 miles north of Bartlesville, where they each passed a Kansas exam that tested their driving skills using graphic symbols rather than language, Hassan Sharifi said.

"There was no translation needed," he said. Once they returned to Oklahoma, they exchanged their Kansas driver's licenses to Oklahoma licenses and are now both legally licensed to drive in the state, he said.

The formal complaint was filed with the government by Hassan Sharifi's son, Payam Sharifi, a senior in economics at the University of Oklahoma.

The chief legal counsel for the Department of Public Safety, Wellon Poe, said the agency plans to formally respond to the complaint later this month.

"I think we've acted correctly and properly," Poe said. He said the incident is the only time the state has ever been asked to provide its driver's license test in Farsi.

Poe said the complaint could be dismissed after the agency responds or the government could order state officials to take corrective action to comply with federal civil rights requirements.

If the state does not comply, it could be penalized by the withholding of federal transportation money.

In NJ you can request it in a variety of languages.

I thought about taking it in German for a lark, but thought better of it.

How to get a Kansas Driver’s License
If you have never been licensed you must:

Present acceptable proof of identity
Not be canceled, suspended, or revoked in any state
Pass a vision examination
Pass all applicable written examination(s)
Pass driving examination (vehicle provided by you)
Pay applicable fees
PLEASE NOTE - An out of state license is acceptable as a second form of ID, but not as proof of your legal name and date of birth. You will have to provide the legal documents as outlined under Proof of Identity. Visit the National Center for Health Statistics for information on obtaining birth certificates, marriage licenses, and divorce decrees from each state.

If you have a valid out-of-state license you must:

Present acceptable proof of identity
Not be canceled, suspended, or revoked in any state
Pass a vision examination
Pay applicable fees
If you have an out-of-state license (expired 1 year or less) you must:

Present acceptable proof of identity

Most important road signs are uniquely shaped or contain pictures. An inability to read--English or ANY language, for that matter--shouldn't be much of an obstacle for safe driving.

Well, we can't do the driver's license testing in Farsi but we can sure as hell get them a deportation order in Farsi.

Was in a Lowes Home Improvement store the other day. I was looking for the restroom and noticed "baño" underneath.

Are mexicans and other spanish-speaking persons who have lived in the US any period of time so stupid that that they can't learn what "Restrooms" means?

Hell, I know what "baño" means and I don't speak spanish!

This was just the latest observation regarding this topic to piss me off!

Your post is BS. Your picture shows several examples of signs that are in English and need to be understood for safe driving. If they are LEGAL immgrants, the first thing they need to do is learn English to assimilate.

Frankly, anyone from Iran is suspicious. islam is the religion of liars and murderers.

I don't think it's a good idea. The road signs are English; use English as much as possible in your new nation, gentlemen and ladies. If you can't, then sorry, you can't drive.

As for the Spanish-speakers, same thing. We don't want to eliminate Spanish culture, but we insist that the national dialog be carried on in one language. It's fine to speak Farsi and Spanish at home. It's good we learn languages; however, if you're too poorly educated or dumb to learn functional English, you're not going to prosper here.

Furthermore, if you do come here, come legally.

Well, I for one agree with this approach! All traffic and construction signs should be in Farsi throughout the U.S. In fact all signs, court documents, written law ect., should be in all the languages the world. By doing this we would show the world (and this is really important), that we Americans exist solely to please the world and not upset anyone, anywhere.

We could pay for the enormous cost of this program by taxing rich and tall people. Why in hell hasn't anyone thought of this before?

The road signs are in English. It is not reasonable to offer the test in a language other than the one used to label the road signs.

When I travel to other countries, I learn to read the road signs in the appropriate language. I know what to do if the sign says "Arafwch Nawr", "Halt", "Sortie", "Ausfahrt". I even learned the signs for Turkey and Italy...even though I didn't drive in either country.

That was the original mistake - giving the test in Spanish. I’m surprised any state that offers Spanish bilingual education hasn’t been sued yet. We’ve got a large population of African legal immigrants around here speaking dozens of languages, and I hear them complain about how all the Hispanic illegals get better treatment than they do.

In their country,signs are usually ignored.A stop light?It's like it's not even there,or has no meaning at all.I was in Korea for two years.We use to say that a Korea driver's license comes with the car.Try driving in Seoul once ,you'll see what I mean.
