Didn't you ever think that was strange?
Real, unmodified humans have to pre-process milk to clear it of dangerous lactose.

Raw milk still has lactose. You have to process milk until you are rid of that dangerous substance before its good to eat.
Some of us, mostly commonly those of northern European descent, can digest lactose just fine, thanks to one of the more recent (last 10,000 years, if I recall correctly) DNA adaptions in humans. Others, such as most blacks and almost all Asians, do not easily digest lactose. Lactobacillus is useful I suppose for those.
But I wouldn't say that fresh clean raw milk from well fed cows is dangerous, nor would I say that lactose is dangerous, at least to those who can digest it, either naturally or with a digestive aid.

Years ago the cows were milked by hand and if some filth got in the milk it was scooped out, the milk sold and health problems appeared. These days most farmers use milking equipment. It is a little more sanitized. There can still be health problems so it is important to know who you are buying the milk from. My family used it for years without a problem. I know farmers who drink it every day without health issues but that does not mean all raw milk is safe. If the farmer is filthy more than likely so is his milk.

By the way, raw milk contains lactobacillus, which is one of the reasons that it is easier for more people to consume it and digest its lactose. Pasteurization kills lactobacillus, making the lactose remaining in the milk harder to digest.

Look, the lactose gets digested ~ but not by the person. Instead, various bacteria in the lower digestive tract do the job and you will literally explode and howl with pain!
Drinking raw milk, or pasteurized milk, will create the same problem. The lactose must be removed before it enters your digestive tract.

Let me correct that to Southern European Descent.
I don't recall for sure, but my recollection was that northern Europeans can on average digest lactose even better than southern Europeans.
Ah - here's a reference with further details: Early Europeans unable to stomach milk. It states:
lactose tolerance ... is present in over ninety per cent of the population of northern Europe and is also found in some African and Middle Eastern populations but is missing from the majority of the adult population globally.

It's so easy to render milk non-dangerous it should be required. Simply turn it into cheese (and age it at least one year) or vend it as yoghurt.
That way no one is tricked into consuming lactose unnecessarily.
The nastiest trick is when they put milk "products" into pre-formed and frozen meat patties. BOOM! I've seen people who couldn't get that stuff past their pyloric valve, and then the whole picnic is ruined.
BTW, "real" Northern Europeans, and Europeans from mountainous regions have maintained their genetic purity and have avoided contamination by the mutations.

Wrong, for some of us, who can produce the enzyme lactase, which can digest lactose without the aid of bacteria.
And to say even those who are lactose intolerant "will literally explode and howl with pain!" is a tad over the top. The typical reaction is much less severe than that.
I doubt that there is a single recorded case in human history of someone exploding from drinking milk.

Eventually I expect irradiation will be correctly tuned and will dislodge a proton here and there to render the lactose ineffective!
You won't need a refrigerator light anymore either ~ the "glow" from the milk container will suffice.

Far more people than just pure blood Northern Europeans have some ability to make lactase and digest raw milk. Even those who have no inherited ability to do so can often drink raw goats milk with no gastric distress, if their intestinal tract is fairly healthy otherwise.
Your vendetta against lactose would be comical, but for your support for making raw milk illegal.

absolutely does not make your life less safe. That's an outrageous claim.
If you want pasteurized milk, it is readily available -- buy it. It's ten thousand times more available than raw milk.
Pasteurized milk is less safe for me. You have no right to laws that make my life less safe, for no good reason.
I am in no way advocating making pasteurized milk illegal. Please do not advocate making raw milk illegal.
