Pentagon Makes Fighting Extremism Top Priority

Seven years after the Sept. 11 attacks, the Pentagon on Thursday officially named "the long war" against global extremism as its top priority and pledged to avert any conventional military threat from China or Russia through dialogue.

The Defense Department, in a new national defense strategy, also emphasized the need to subordinate military operations to "soft power" initiatives to undermine Islamist militancy by promoting economic, political and social development in vulnerable corners of the world.

Defense Secretary Robert Gates said he hoped the change would help establish permanent institutional support for counterinsurgency skills acquired in Iraq and Afghanistan within a defense community heavily skewed in favor of expensive conventional and strategic modernization programs. Read More

Bush Denounces Russia’s ‘Brutal Escalation’ in Georgia

WASHINGTON, Aug. 11, 2008 – President Bush today expressed deep concern over reports that Russia has escalated a conflict with Georgia, calling the ramped-up moves by Moscow “unacceptable in the 21st century,” and urging the country to accept a peace agreement.

Fighting that began last week in the breakaway Georgian region of South Ossetia has today broadened “beyond the zone of conflict,” to include a Russian attack on the Georgian town of Gori, and threats to the capital city of Tbilisi, the president said.

“If these reports are accurate, these Russian actions would represent a dramatic and brutal escalation of the conflict in Georgia,” Bush said during a news conference today at the White House.

He added that such actions would be inconsistent with assurances by Russia to restore forces in South Ossetia to pre-fighting levels, one element of a peace agreement that Georgia, a former Soviet republic, also endorsed.

Other pieces of the treaty, which diplomatic officials are pursuing in Moscow, include an immediate cease-fire, the withdrawal of forces from the conflict zone and a commitment to refrain from using force.

“The Georgian government has accepted the elements of a peace agreement that the Russian government previously said it would be willing to accept,” Bush said.

But hopes for an agreement appear to be fading as the situation unfolds in Georgia, where the U.S. State Department today helped to evacuate at least 170 American citizens from Georgia as well as dependents of embassy staff in Tbilisi, according to reports.

Georgia declared its independence from the then-Soviet Union in 1991. However, many South Ossetia residents continue to profess Russian allegiance.

The situation was already tense when Russian tanks and troops on Aug. 8 crossed the border into South Ossetia, where they were aided by regional separatists. Clashes escalated a day later in and around Tskhinvali, South Ossetia’s capital, as Russian aircraft were reported to have bombed that city, as well as Abkhazia, another breakaway region in Georgia.

President Bush, who had just met with his national security team before today’s news conference, said evidence reveals Russian forces may soon begin bombing the civilian airport in Tblisi. He added that Moscow may be attempting to depose the democratic government in Georgia.

“Russia has invaded a sovereign neighboring state and threatens a democratic government elected by its people,” Bush said. “Such an action is unacceptable in the 21st century.”

Bush said Russia’s actions have “substantially damaged” the country’s standing in the world, jeopardize Moscow’s relations with the U.S. and Europe, and raise serious questions about its intentions in Georgia and the region.

He urged Russia to reserve its course and accept the peace agreement as a first step toward resolving the conflict.

“It is time for Russia to be true to its word and to act to end this crisis,” Bush said.

Hundreds of riot police chased a group of roving youths early Monday after a night of rioting and vandalism in a North Montreal neighbourhood set off by the fatal police shooting of an 18-year-old man over the weekend.

The park is in a predominantly Haitian neighbourhood where tensions between police and young people run high, according to residents.

“The police are always creeping around here, hassling people,” one unidentified youth told CBC News as he stood in front of a looted butcher shop.

The violence began after a Sunday afternoon protest at Henri Bourassa Park, the site of Saturday’s police shooting, where two other young men were also wounded as two police officers attempted to make an arrest.

To all ships transiting the Gulf of Aden

Please be advised that intelligence sources revealed that there are now two suspicious trawlers in the Gulf of Aden believed to be pirate mother vessels looking to attack ships with the intent to hijack.

The description of the suspected trawlers - long white, Russian made stern trawlers with names “BURUM OCEAN or ARENA or ATHENA”. One of the trawlers is believed to be operating at approximately 60 NM NE of Bossasso, Somalia in the Gulf of Aden.

The following is a summary of the daily reports broadcast by the IMB’s Piracy Reporting Centre to ships in Atlantic, Indian and Pacific Ocean Regions on the SafetyNET service of Inmarsat-C from 5 to 11 August 2008.

ALERT

Chittagong anchorage, Bangladesh
The number of attacks has reduced since 2006. However, the area is still listed as a high risk area and mariners are advised to be cautious especially while approaching the anchorage and while at anchor at Chittagong

Nigeria
Violent attacks carried out by pirates on board vessels at anchor and vessel carrying out STS operations. Mariners are advised to exercise extreme caution in these waters.

Recently reported incidents

08.08.2008: 0345 UTC: 13:11.99N – 049:56.39E: Gulf of Aden.
Seven pirates, in two speedboats, armed with guns and rocket propelled grenade launchers chased and fired on a bulk carrier underway. The Master contacted the IMB Piracy Reporting Centre for assistance. Duty officer at the Piracy Reporting Centre advised master to enforce anti piracy measures to prevent boarding of vessel and informed him that the coalition navy and other relevant authorities would be contacted to render assistance to the vessel. The coalition navy dispatched one warship to assist the vessel. The constant manoeuvring of the vessel prevented the boarding of the pirates. On seeing the coalition warship, the pirate boats aborted their attempt and moved away. Vessel resumed voyage. All crew safe. No damage to ship. An unexploded grenade was found on the bridge wing. Master and crew were advised not to go near the grenade and were informed that the coalition navy would send a team to dispose it.

06.08.2008:2330 LT: Belawan port, Indonesia.
Robbers boarded a product tanker at anchor by climbing the anchor chain. They opened the forecastle store and tried to steal ship’s stores. Duty crew noticed them. Alarm raised, crew alerted and mustered as per company procedures. Sensing crew alertness, the robbers jumped overboard and escaped. No injuries to crew and nothing stolen.

04.08.2008: 0300 LT: off Bosasso, Somalia.
Pirates attacked and hijacked a tug underway. They took the crew hostage and sailed the tug into Somali coastal waters. Further details awaited.

A laptop containing the personal information of 33,000 applicants to a program that allows air travelers to bypass airport security lines was likely stolen then returned, not just misplaced for more than a week, investigators said Monday.

The Transportation Security Administration announced a week ago that it had suspended new enrollments to the program, known as Clear, after the unencrypted computer went missing from a locked office at San Francisco International Airport.

The TSA also told officials at SFO and other airports that used Clear to cease use of any unencrypted computers and secure devices until encryption can be installed.

The day after TSA’s announcement, the laptop reappeared in a locked cabinet in the same office where it was last seen.”
