Minnesota Senate Recount Day 4: Work Continues in Some Counties (Coleman +115, 60% reporting)
St. Paul Tribune ^ | Last update: November 22, 2008 - 12:12 PM | By KEVIN DUCHSCHERE

The weekend isn't bringing any respite in the Minnesota Senate recount.

Ballots in the ultra-close race between Republican Norm Coleman and Democrat Al Franken are being counted in at least three counties today.

Fifty-three counties have reported complete results to the secretary of state, meaning fewer than three dozen remain. As of Friday night, at least 60 percent of the estimated 2.9 million ballots had gotten a second look.

Coleman entered the recount with a 215-vote edge over Franken. That lead has dropped to 115 votes when comparing totals in precincts where the new count is complete. But the figure doesn't include ballot challenges, which have caused vote tallies for both men to drop.

There have been 1,525 challenges between the campaigns, although some could be withdrawn before the Canvassing Board's Dec. 16 meeting.

In a high-ceilinged warehouse in northeast Minneapolis, the recount was carefully monitored by 52 volunteer observers for Coleman and 40 for Franken.

The work area was hushed, with little conversation as people focused on their work.

If trends hold, Coleman will end the recount with a lead of 25-75 votes (my over-under is 50)

I like specific and bold predictions like this. You're saying that you expect Coleman to win by 50 votes with a standard deviation of 12.5.

I'm not nearly as bold as you. I'd increase that standard deviation. I'm also increasing my Coleman margin.

Coleman by 130 with a standard deviation of 35.

Minnesota is the land of a thousand lakes, and a land of a thousand votes for a pig-faced, fat-headed, un-funny communist comedian.

Lots of luck, America. We'll need it.

I don’t know if we can say he (Coleman) hasn’t gained a vote since all we are seeing is the net change. AFAICT

Frankenstein’s minions seem to have slipped up somewhere. Republicans are not allowed to gain votes in recounts.

Have no fear, I’m sure they’ll just keep counting until they’ve “found” enough new ballots stuffed in someone’s trunk.

I would be nice if recounts were illegal. It seems that a recount is more suspect than the tally reported on election day. The person ahead when the buzzer goes off wins. End of story.

I agree. Dems think elections are held so they know how many votes they need to manufacture on “recount”

Ir ia “odd” that Coleman has never gained a single vote in the proceedings, it seems. Such is MN.

That isn't true. He has gained votes in some counties and lost in others. But he has lost more than he has gained.

Look at this table in the paper whose article is posted here. It is as of 6:44 pm this evening and shows Colemans lead up to 181 votes.

Actually, in some polling today/yesterday, Coleman netted positive votes, something like 40 for Franklen, 58 for Coleman.

I think Norm is going to hang on and well he should because I think some AF votes look dubious already.

Maybe as some have said, this goes to Court no matter what, but Norm won it!

Actually Coleman's lead was down to 115 and is now up to 181 so he gained 66 votes.

There's about one third of the votes yet to recount and close to 2,000 disputed votes.

The disputed votes could end up deciding this thing.

Today was a very good day for Coleman. Your bet is looking better than mine right now.

Coleman seems to be making many more challenges now, though. I suspect he’s trying to make sure that there’s never a point during the recount where he slips below Coleman.

Big psychological/political barrier to overcome if Franken goes up by even one vote at any point during the recount, so Coleman is smart to do this.

My new over/under is 110. You still taking the over?

If you look at the county totals, coleman gained in some, franken in others. The net has favored franken, but it’s just not true that Coleman never gained vis-a-vis franken. The state site and the newspapers have the county figures, and even a complete spreadsheet for every precinct.

Franken’s people are telling Mess-NBC that they have a different count and he was actually under 100 vote margin last night.

They're counting the lost, double-secret ballots cast by dead people, which were for Frankin by 150%.

I may not be as objective as I should be but what does it say about Al Franken that he is determined to win at all costs, even if it means that he has to cheat to win. If there is an erosion of values in America it can be found in this concept whether it be a sporting event, the elimination process on a reality show or a political contest. It begs the question: Are political scruples in the 21st century dead?

It’s back up to + 180 for Coleman after Saturday’s work. The remaining counties look good for Coleman. I think he will still be ahead after the recount. Then they will fight over rejected absentee ballots and after that court battles.

The best that can be said right now is that it’s a statistical dead heat. It looks as though the recount will remain in Coleman’s favor by 100 or so votes, but that’s swamped by the number of challenged ballots — probably nearly 3,000 by the end, and we just don’t know how good those challenges are, on either side.

If it’s true that Coleman is keeping the challenge count high to stay ahead in the recount, then he could be in trouble, but then it could be equally true that Franken is playing the same game.

At this point it’s probably safe to say that both sides are challenging anything that casts the slightest doubt and its going to be a long day for the canvassing board as they figure it all out.

Then, depending on the margin after the questioned ballots are sorted, its off to the courts we go.

Franken has about 50 more challenges than Coleman.

I don’t believe the U.S. Senate has a say in who gets to be Minnesota’s senator if the election doesn’t get certified by Jan 20th. There is a “safe-harbor day” (Dec 9th) by which all the states have to certify their electoral college results for the presidential election or else the Senate decides for them, but I can’t find anything similar for Senate races.

I suspect that it can drag on for as long as one side doesn’t concede and continues filing law suits — even after the state has certified the election. Once certification happens (and there may be lawsuits filed in an attempt to delay that) then I suppose the declared winner can take his place in the US Senate.

It’s just a guess, but if the Supreme Court later decides that some votes were disqualified improperly and counting them was enough to change the result, then Minnesota would have to comply, but I suspect the Supreme Court would be extremely reluctant to get involved in a state election issue unless there was a very obvious miscarriage of justice.

Bottom line, I believe, is that the final say will be in the hands of Minnesota’s state government officials, not the U.S. Senate.
