I am unware of such a charge against Chris Bell. But he did launch the partisan investigation into Tom DeLay (that succeeded in getting DeLay to step down but never a conviction or trial).

Chris Bell has lost his bids for Mayor, Congress, Governor, and possibly state senate (now in a run off election).
