Whereas, a number of proposals from previous administrations and some now pending from the present administration and from Congress may further violate the Constitution of the United States.

Therefore Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring, that: 1. That the State of Arizona hereby claims sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States. 2. That this Resolution serves as notice and demand to the federal government, as our agent, to cease and desist, effective immediately, mandates that are beyond the scope of these constitutionally delegated powers.

Two things -
FoCA and the Employee Free Choice Act

both override any existing state laws, essentially telling the states that they have no right to make laws in these areas (which is essentially what the RvW decision did).

Perhaps they’re pushing back.

Think about Alaska. I don't know for sure, but I bet they pay more money TO Washington than they get FROM Washington. And, of course, Alaska is pretty remote. And I hear their Governor is pretty tough. What if Alaska declared sovereignty and the right of nullification?

If Obama tries to extort a few trillion dollars from productive states in order to reward corrupt and inefficient losers, well, maybe some states will decide that fed dollars aren't all that addictive after all.

I guess you're using "territories" to mean merely "places".

Despite this expansive wording, the Emancipation Proclamation was limited in many ways. It applied only to states that had seceded from the Union, leaving slavery untouched in the loyal border states. It also expressly exempted parts of the Confederacy that had already come under Northern control. Most important, the freedom it promised depended upon Union military victory.
