Block the Stimulus - Here's How!

I just got off the phone with my congresswoman - Mary Fallin's office. I asked how many bodies in the house to constitute a quorum for the stimulus vote. After 15 minutes on hold, they gave me the answer - 3/5 or 2/3 - not sure which. Either way, there are enough republicans to block a vote - by simply walking out and demanding a quorum call call on the way out the door. 173 Reublicans = 39.7% - add a couple of Blue dog dems to it.....and it works. Only flippin' chance we have. Shut the congress down. Burn the phones down - call your Congressman and demand action...........red

I am on two committees. One quorum is one half plus one of the total members of the board and the other a quorum is written that a quorum vote is one half plus one of the members present.
Do you know how the wording is on what a quorum is.

Heard on the news that Senator McConnell has said the Republicans would not block the bill.

Sounds like an excellent idea to me. Even if the Democrats can pass this without the support of Republicans, they should summarily walk out.

no it depends on the rules you follow. congressional rules an a seperate animal.

Roberts and Demeter’s are different.

I have even seen rules where there is NO QUORUM REQUIRED and a quorum is those who are present. (just to prevent this type of stunt)

Congress has passed bills by acclamation with as little as 5 people standing in the room. Walking out of the room isn't necessarily a good strategy if the parties left behind choose something other than a roll call vote.

I'm disappointed that your Congress critter's office doesn't know what a quorum in the House is. Not surprised, really.

Most Freepers probably know that Article 1, Section 5 of the United States Constitution covers that.


a Majority of each shall constitute a Quorum to do Business;
So if all the Dems show up, there's a quorum, and the House can pass anything.

It's different in the Senate, where a cloture motion is generally needed to end debate and get to a vote. Those require 3/5ths of the Senators to agree to cloture. That's where the 60 vote requirement in the Senate comes from.

I was told for the stimulus bill in the house it is not a simple 1/2 +1 for quorum. It was either 3/5 or 2/3 of the total house. Only shot we have.

I’m not voting for another Republican until they get their act together, which won’t be soon with this bunch in charge.

Precisely, and that is where the 3 Rinos screwed us. Now no chance for fillibuster, all that is needed is a simple majority in the senate.

Clearly Michael Steele pussied out here so he could get off to a good start.

We all know what's coming next: control of the internet and radio. Mark my words, they'll be shutting down "hate sites" and instituting "local content" rules on radio by the end of the year.

Time to start looking at something different...

Reregister as a democrat and vote against them in the next primary. If enough pubs do it we can alter the outcome. Time to be insurgent. You can always vote for the pub in the general.

I'm not 100% sure on that.

I've heard several sources that I usually consider reliable say that 60 votes are still needed in the Senate.

Conference reports are covered in Senate Rule XXVIII. That rule seems to say that no debate is necessary and a simple majority can pass a conference report. But it also proscribes a number of things that can justify a 'point of order' which would require a three-fifths majority to waive the 'point of order' and continue with the vote.

Not in some states. We better have our act together with lists of states that don’t allow switchovers in the general before we advise doing something like that.
