Agent details arms cache found in home of doctor

Along with 98 live grenades and 110 machine guns, federal agents found $50,000 in cash, 500,000 rounds of ammunition and a gun-concealing briefcase with a trigger built into the handle [A $5 registered AOW-emphisis mine] during a search last week of the Pope County home of Dr. Randeep Mann, a federal agent testified Monday.

David Oliver of the Bureau of Alcohol, Tobacco, Firearms and Explosives testified at a detention hearing for Mann that continues today. U.S. Magistrate Judge H. David Young will decide whether Mann should remain in custody.

Oliver also revealed that Mann is the subject of an ongoing investigation by the state Medical Board into whether he has bought controlled substances, including morphine, over the Internet and then sold them to patients, despite voluntarily surrendering his permit to prescribe such medications in 2006 to stop the board from revoking his medical license.

Oliver testified that in a letter to the board, Mann complained that the agreement has caused other states to deny him a license, and that it limits his income by keeping him from working in hospitals and participating in thirdparty insurance programs.

The agent said Mann implied in the letter that he was being targeted for sanctions because of his Indian nationality, writing, “Although it may sound a little ridiculous in 2008, my troubles started after Sept. 11, 2001.”

Mann, 50, has appeared before the board at least three times in the past five years, accused of prescribing large doses of narcotics such as methadone and Oxycontin to patients who had histories of drug abuse. He has twice seen his authority to prescribe scheduled medications revoked.

A wrongful-death lawsuit in which Mann is accused of being responsible for the deaths of patients who died of overdoses is scheduled for trial in Pope County on March 23.

The federal bureau has said that Mann’s arrest last week at his home in London, in southwestern Pope County, isn’t related to an ongoing investigation into a Feb. 4 car bombing that seriously wounded Dr. Trent Pierce, the board chairman. Pierce lost an eye and suffered burns on his face and body; he remains hospitalized in Memphis.

Mann’s arrest on a federal complaint charging him with possessing unregistered firearms stemmed from a search warrant executed last week at his home, located about half a mile from a nuclear power plant [Arkansas Nuclear One in Russellville, AR].

The state warrant was issued a day after water meter readers for the city of London went into a wooded area near the home to urinate and tripped over a partially buried military container wrapped in duct tape and plastic.

Inside the container, Oliver said, were 98 live grenades and one practice grenade, all designed to be fired from a gun and considered “instruments of war with no social purpose.”

Five similar canisters and 45 practice grenades were found inside a garage at Mann’s home, while two grenade launchers were found in a safe in the basement.

Oliver acknowledged that as a licensed federal firearms dealer, Mann legally possessed most of the machine guns found throughout the house. But of 17 guns whose registration couldn’t quickly be verified,[in other words, ATF's paperwork is F**ked up, as usual], Oliver said agents have so far determined that three were not registered at all and a fourth was registered to someone in Connecticut.
[COMMON PLACE when someone is an FFL! They transfer to individuals by a Form 4, Cops/Military by a Form 10, and dealers with a Form 3!].

Also found at the house were several loaded pistols, and boxes of new rifles and gun parts, Oliver said

He testified that Mann’s father, Col. Kuldip Singh Mann, was once in the Indian military and is an international arms dealer. Oliver said that federal databases show numerous border crossings by Randeep Mann and various family members using his address in the past few years. The databases show 121 border crossings, or 60 trips, for Randeep Mann in the last two years, and 325 crossings for his father. Oliver said he didn’t know which countries were visited by the men.

Inside Mann’s home, Oliver said agents found three boxes containing 750 tablets each of a generic form of Xanax. Xanax is one of the medicines that are the subject of the Medical Board’s investigation of Mann, Oliver said. He said the generic Xanax, as well as anabolic steroids also found in the house, were both manufactured in India.
[He is a doctor! Hell, my family has doctors that probably has sales samples, and aren't most medicines made outside of US anyways?]

Oliver also testified that according to the Arkansas State Police, someone reported seeing C-4, a controlled military explosive, at Mann’s house, although Oliver said none was found during the search. Defense attorney Blake Hendrix questioned whether the tip came from a credible source.
[LOL...ATF paid informants sound good when the warrant is signed, but in court, they never show up].

During Mann’s arraignment last week in Young’s Little Rock courtroom, another agent saw Mann turn toward the gallery and give his wife a “menacing stare” while making a throat- slashing motion, which the agent took as a warning that she shouldn’t talk, Oliver testified.

Asked whether additional charges are anticipated against Mann, the agent replied, “Absolutely.”

Young also heard testimony on Monday from Bobbi Spradlin, an IRS investigator, who said the agency is investigating a report that Mann has moved some of his money and assets into overseas accounts to protect them from the pending lawsuit.

The state police confiscated Randeep Mann’s concealed-handgun permit, spokesman Bill Sadler told The Associated Press. Sadler said that the license will be suspended until Mann is convicted or acquitted of the charges against him.

I don't like the circumstantial evidence against the good doctor, and sounds suspect, but his "arsenal" is a legal INVENTORY.

I have alot more problems with a recently-released felon with a box-cutter, or a radical Muslim with a knife, than I do a doctor with a nice collection of transferable machineguns.

Methinks that the grenades (if they can PROVE they were his (by fingerprints, etc), are gonna send him away for a few years unless his FFL is Type 10, or he has a Destructive Device license.

I say put me and some bang_list members on that jury!

Is the launcher an arm? If so then he has the right to keep and bear it.

Some rich guys enjoy the hobby of shooting machine guns. Turning money into noise.

That inventory would give you just over an hour-long burst from a minigun

.Some firearms dealers actually stock in inventory of ammo!

Weapons have a great “social” purpose.

The big problem here is that I don’t believe a single word spoken by an agent of the BATFAG.

Not one.

This story is easily dismissed as full of lies, because the reporter used the testimony of a BATF official.

Anyone who think the BATF is anything other than an out of control government agency is seriously deluded.

The exaggeration of gun stories never ceases to amaze me.

This morning on GMA, whoever one of the reporters is on that show was doing a piece about the guy who shot up the church over the weekend and at the end of his reporting he said, "The gunman was said to have enough ammo...to kill 30 people."

I thought to myself, well that's 30 well placed bullets, or 2 high capacity clips. They make it sound like he had thousands and thousands of rounds at his house and that anyone who has that much ammo just wants to kill someone.

Of all the things they seized, what is the evidence proving guilt in each case? Is possession of cash a crime? Can they prove he obtained it illegally? Even if he were a “felon in possession of a firearm,” on what basis can they take his cash?

Hmmm lets see. His problems started after 9/11.
He lives 1/2 mile from a nuclear plant.
His father is an officer in the Indian Army who has crossed the border hundreds of times. He has Federal Firearms licenses to possess the firearms, so what is the uncertainty?

All sounds like circumstantial evidence.

Beware of meter readers pissing deep in the woods.

How does the BATF have anything to do with prescription drug investigations, which appears to be the initial complaint against a DOCTOR?

So whats the REAL story behind the raid? A tip from his wife?

So whats the REAL story behind the raid? A tip from his wife?

REAL Story is the attempted murder of a Doctor sitting on the medical license suspension board in West Memphis by an explosive device in February.

Since the Po-Po has no leads in the case, and at the risk of looking incompetent, Po-Po has to go on a fishing expedition IMHO.

The Arkansas Police got a record from ATF for every one in the state with a registered destructive device and probably visited every one of them.

BINGO...a DOCTOR who has a registered grenade launcheer, been in trouble with the medical board......
......QUICK....TELL ATF TO GET THOSE 'BORROWED' M406 Rounds from the WACO "mistake" to bury them next to his property!

The doc has some problems, but I have NO problem with his arsenal inventory.

Stupid people don't know that only doctors, lawyers and wealth individuals can have access to such Constitutionally protected "tyranny protection devices".

There sure has been an awful lot of these going on lately. I don't think a week has gone by where we don't hear about someone being taken down by the BATFE for mere "possession".

No other precipitating crime. No victim other than an unConstitutional law itself.

Alke Seltzer and 2-liter soda bottles could be considered "grenades" by the BATFE. As are practice grenades, smoke bombs, etc... Just because the BATFE tells a reporter "grenade", doesn't mean the po-bucker in question was running around with a backpack full of M67's.

There sure has been an awful lot of these going on lately.

I'm surprised that ATF hasn't raided every gunowner that owns a pillow.

I mean, according to ATF rules and Title I GCA law, you MUST register any item that will reduce the report decibel level of a firearm by -4db.

That means the pillow that you sleep on at night should have a $200.00 Form 4 Application for Tax Transfer stamp on in.

Oh crap!....Did I just give Eric Holder an income-creating idea?????!!!!!

Every gun article is written by some ditz reporterette (I swear its a union rule). So I don't believe a word as every scary looking rifle is an AK-47. Every handgun will have a 'High Capacity' clip (arrrrgh!). And the 'bad guy' will have enough ammunition to overthrow Botswana.

I've even seen this on FoxNews. One of the afternoon info babes reported a rifle in a crime as an 'AK-47', it was actually a shotgun. This 'AK-47 error' kept being reported, even after the LEO in charge gave a live interview on FOX, stating it was a shotgun used.

These reporterettes should stick to stuff they know, like Dress Fashions, Shoes and Cake Recipes.

You’re right. Those launchers only work with 40mm grenades, not the rifle grenades mentioned. The may have been some of the 37mm launchers that are built to fire only pratice and smoke rounds...

The ATF is a UN-Constitutional gang of thugs! It is the STATES under the 10th & 9th Amendment that protect the citizens liberties! The 2nd Amendment was placed in the Bill of Rights to protect and defend us against THIS Government..Who are they to tell us what Arms we can use in the defense of liberty?

Note the plural - water meter readers - went into the wooded area to urinate. Sounds suspicious to me. Did they hold each other's 'units' while doing so? How far into the 'woods' did they trespass? Did they have a permit for tandem urinating? So many unanswered questions, so little information...

Sad but true!!

The States are corrupted by money & Most Americans have become fearful of THEIR Government! They say the Federal Constitution is Supreme & it best that of the States..Then I ask who’s to stop them when they operate like Stalinist? The Bill of Rights was to place chains on this beast of a Federal Government..That whole Supreme clause has been used to turn us into Slaves..Nothing more

This story is easily dismissed as full of lies, because the reporter used the testimony of a BATF official.

Absolutely! The BATF is full of wannabes bitter that they weren't smart or emotionally stable enough to make it in the FBI. Thus, they think they can make up for it by grandizing their actions. It's really pathetic... and scary.

I am planning on a trip to Knob Creek the first weekend of April for the spring machine gun shoot. Most of the folks there have to have a nice income to afford their “hobby.” Lots of lawyers and doctors present along with the Louisville office of the BATF, FBI, Secret Service and probably many other Law Enforcement Organizations. I have always wondered how many times my picture has been taken at various gatherings.

The doctor is definately an intelligent man.
He likes firearms, and procured an FFL.
He paid for the FFL and proper Form 4 paperwork for the transferable machineguns...
...He form 1'd the Grenade Launchers and paid the applicable tax on them.
He legally owns ammuntion and practice grenades.

BUT HE IS DUMB ENOUGH TO HALF-ASS BURY HIGH EXPLOSIVES NEXT TO HIS HOUSE WHERE SOME JOE CAN TRIP OVER IT???!!!!

IMMEDIATELY AFTER A STATE POLICE INSPECTION OF HIS INVENTORY BY A "METER READER" TAKING LEAK?!

I CALL BULLSHIT! This smells like a setup.

Anyone dumb enough to skirt the grey area of NFA violations would WELL distance themselves from such a charge. If I owned an M203 and wanted to stash HE, I would do it MILES, if not a couple of counties away from me. NOT NEXT to all of my worldly possessions.
