The Middle Rio Grande Conservancy District board met in an emergency session Friday to talk about the pay of Chief Executive Officer Subhas Shah, who collects both a salary and a pension.
The practice is legal, and board members, on the advice of their lawyer, decided to take no action. Their meeting lasted four hours, including a lengthy executive session.

Questions about Shah's compensation arose from his decision to retire from the MRGCD for three months during the winter of 2004-05. He technically retired for 90 days and then returned, taking advantage of a state law that allows the practice. Before he retired, he cashed in a severance package and hundreds of hours of unused sick and leave hours totaling more than $300,000.

This is not a limited practice. In Colorado both teachers and Denver Police use this method of compensation to boost their pre-retirement years. PERA (Public Employee’s Retirement) has been pushing this double dipping for years. And some of you are surprised?
Simple solution; fire him. No more double dipping. Happy retirement!

He gets paid to be the Districts Chief Engineer AND gets paid again to be its CEO, plus he draws retirement benefits of more than $100K a year on top of that. Why do they even need this guy? This is basically an taxpayer funded irrigation district. If new engineering is needed it would be far more cost effective to contract it out on an as needed basis. How many engineers does he have under him? How many engineers does it take to make water run down hill???!!!
I say fire them all! The Board too! Then rehire the ones that actually do the work they are paid to do. Where is the oversight??? Don't WE THE PEOPLE have ANY say??? This needs to change, but how and where do you start in a state like NM? The corruption goes back too many generations.

Given that we’ve had elections where poll-workers “found” ‘missing’ votes to swing the election another way here in the state. Given that they have repealed the death penalty. Given that people in powerful positions are above the law, ie Governor Richardson.
And, given the massive corruption, fraud, and increasing arrogance on the NATIONAL level.
I would have to say: ‘Nope! They don’t give a shit.’
Then the citizens need to fire them at election time or by recall if possible.
If he has a contract, which is common, let it expire.
