Orin Hatch Is off His Rocker (House to vote on tripling size of AmeriCorps)

A bill tripling the size of the AmeriCorps program that is scheduled for a House vote Wednesday would also create fellowships for people 55 and older and a separate Summer of Service program for middle and high school student volunteers....

Sens. Orrin Hatch, R-Utah, and Edward Kennedy, D-Mass., have introduced a similar measure that also adds 175,000 positions to AmeriCorps. A Senate committee is scheduled to vote on its legislation on Wednesday and it could come before the full Senate for a vote as early as next week.

The old man is clearly off his rocker: a Republican to cosponsor bill making possible government sponsored brownshirting and re-education camps - it is simply unthinkable in my view.

Even in the best possible outcome this bill will do nothing else but provide full time jobs for a legion on Dem activists.

I suppose this issue deserves a very serious freeping, I already called his office and let my opinion known.

I hate to say this, but, I think we need age limits on Senators and Congressional Reps. The Catholic church, I understand, forces retirement on cardinals at, I think, age 75 because they know that the mind gets a bit soft after a while and old guys take up space that new leaders should hold.

Orin, you've been a great foot soldier in the war (especially, judicial nominations) but... this is the last straw. You might want to brush up on your shuffle board skills.

Old dogs unable to learn new tricks....

Even worse they are unable to unlearn the old ones. Symbolic feel-good programs full of good-government robots in training and absolutely unjustifiable expenditures have been a part of the lives of Hatch et al for so long they can’t help themselves.

Governance, responsibility and decisions are challenging and dangerous in their minds. Someone might be held accountable.

Per Barry's ad, I'm still trying to figure out how to volunteer to go to the moon, do something at a levy (?) and make a speech on some marble steps somewhere. I don't get it, but I sure would like to go to the moon. In the meantime, I've been volunteering at various real organizations.

I’d be in favor of compentency tests for Congress. I hate that there could be an “age” because there are some who are gone at 65 and others who are fine still at 80, just depends on your genes.

It is hard to imagine a more negative-in-results program than the Peace Corps but the Am Corps gives it a run for its money.

The Peace Corps’ Pretension was a great article published in El Salvador some years ago illustrating the negatives of that program.

There are 11 Amendments to HR 1388 to be “debated” in a 10-minute period before the big vote. Here they are:

SUMMARY OF AMENDMENTS PROPOSED TO BE MADE IN ORDER

1. Miller, George (CA) Would make certain technical changes; allow interagency agreements between Federal agencies to support national service programs by approving the use of service positions in projects carried out by other agencies; clarify that the goal of reaching 250,000 volunteers is throughout all national service positions, not just AmeriCorps; and clarify that the Corporation should promote efficiency and eliminate duplicative requirements in applications and report back to the authorizing committees on its progress in doing so. Adds language to promote community based efforts to reduce crime and recruit public safety officers into service opportunities. Adds “severely economically distressed community” as a new definition. Includes a new activity under the Opportunity Corps focused on a musician and artists corps program that helps meet educational needs in low income communities. Incorporates language that would increase access to and participation in federally supported nutrition programs. (30 minutes)
2. Pingree, Chellie (ME) Would add to the list of approved Clean Energy Corps activities the development of clean energy programs designed to meet the needs of rural communities. (10 minutes)
3. Hunter (CA) Would remove veteran’s educational benefits from being taken into account when calculating the maximum award an individual could receive for participating in one of the national service programs. (10 minutes)
4. Loebsack (IA) Would authorize a new grant program, the Volunteer Generation Fund, to be administered by the Corporation for National and Community Service. (10 minutes)
5. Roe (TN) Would set an authorization for AmeriCorps, the Trust, Innovative programs, audits and evaluations at the FY 2008 level for FY 2010, and as such sums as may be necessary for fiscal years 2011 through 2014. (10 minutes)
6. Kilroy (OH) Would provide volunteers to supervise physical education classes at elementary and secondary schools, provide nutrition education to students, and supervise, organize, and manage after school physical activity/education programs. The amendment would also provide services to these elderly people through food deliveries, legal and medical services provided in the home, and transportation. (10 minutes)
7. Roskam (IL) Would require all authorized programs to be reviewed by the OMB’s Program Assessment Rating Tool; require GAO to do a study on the National Civilian Community Corps program; and, amend the underlying legislation to continue the annual evaluation requirement for the National Civilian Community Corps, not a single evaluation by 2014. (10 minutes)
8. Markey, Betsy (CO) Would increase the operational support given to organizations for full-time individuals enrolled in an approved national service position. The amendment proposes increasing the support from $600 to $800 and from $800 to $1000 if program supports at least 50 percent disadvantaged youth (10 minutes)
9. Hill (IN) Would denote that sending care packages to soldiers deployed in combat zones overseas is included as an eligible service program. (10 minutes)
10. Teague, Harry (NM)/Klein, Ron (FL) Would aid veterans in their pursuit of education and professional opportunities, help veterans with the claims process, and assist rural, disabled, and unemployed veterans with transportation needs. (10 minutes)
11. Perriello (VA)/Titus (NV) Would create a National Service Reserve Corps and requires an annual service requirement of at least 10 hours and/or annual training. A member of the National Service Reserve Corps is one who has completed a term of national service, fulfilled training, and will respond to national disasters and other emergencies. These individuals will be listed in a national database for the ease of immediate deployment in case of emergency. (10

I just called Sen Hatch’s office to let them know I was against this piece of legislation. The female on the phone “assured” me that is was strictly to be on a volunteer basis. I told her there were plenty of volunteer opportunities for people to engage in and we don't need to spend any of the taxpayers money to do so. She got frosty at that point. I guess you can not disagree with the great Sen Hatch and have your phone call welcome in his office.

This latest right after he supported allowing D.C. to have an unConstitutional seat in the House along with another seat for his state. A bonehead move, since he would have gotten the new seat soon anyway based on the Constitution.

I am not aware of age limits on clergy.

Not clergy. Cardinals over at the Vatican. They have to retire so they can't be elected pope.

Mind you, I'm not Catholic so I may be wrong about the details. I thought I remembered hearing about a local bishop that had to retire.

With unemployment rising all Congresscritters will vote to take 175,000 people out of the labor market. Heck they may even count them as employed and make the unemployment rate appear artificially low.

Of course we could use 175,000 more military personnel. But alas we will probably get this. The silver lining is most of them will grow up and know from the inside about such government programs.
