Pretty transparent to me. Obama is going to try to get an amnesty later this year. He has to be able to point to efforts to increase security and crackdown on criminal aliens. More propaganda as the amnesty planning begins.

The way it’s SUPPOSED to work is that the guys from ICE look through the records of alien (i.e., non-citizen) inmates.

Conviction for certain crimes constitutes a basis for removal (deportation) from the US. If one of the aliens in custody has been convicted of such a crime (and there is a wide range), then the usual procedure is for ICE to put a “detainer” on the inmate, and the moment he finishes his sentence, ICE picks him up and puts him in immigration custody.

The alien may be able to post a bond and be released and then go before an Immigration Judge in the nearest big city, OR - depending on the conviction in question, and it could be for his most recent offense or one that occurred at any time - he is not allowed to post bond, and he stays in ICE custody while his removal case is pending before an Immigration Judge who holds court at that same facility. (Lancaster, CA, in the Antelope Valley is the closest one to where I’m sitting now).

Again, that’s how it’s supposed to work.
