Yes, it is. Now we need to do the FR thing and verify whether or not all this is on the level. With those specifics, it may be possible to either refute or (even better) not be able to refute the claim based on those specifics.
We need to look at document font (was that typewriter font around, what machine, etc.) and verify whether the people were in those positions at the time of the documents genesis (provided it is genuine). While this will not incontravertably prove the document nor the information therein to be genuine, it will demonstrate whether or not it could be.
Although a preponderance of evidence is not sufficient to remove reasonable doubt, the absence of disproving evidence would crank the heat up on the issue and further damage credibility in the Obama camp and in the MSM, with the exception of those who give the issue creedence.

The key point is NOT the precise and correct terminology for Kenya’s form of government in August of 1964 but whether similar documents known to be authentic issued at the time from the same source used the same form.

You are right in that if this document were real, the Hawaiian one would almost certainly have been based purely on the false testimony of one of his relatives.
This Certificate is superior to the Hawaii Certification in that it includes additional details MISSING from the Hawaiian COLB proffered by Obama’s minions, but which would be found on the as-filed Certificate of Live Birth that has been protected by Obama. Like the identity of the hospital of birth. What if Zero’s shows NO hospital but claims him as a home birth on Madeline Dunham’s attestation?
This docuemt is at least as worth of prima facie acceptance of the fact of Zero’s birth as the Hawwaii COLB.

If you look carefully where the horizontal and vertical folds intersect, you can see small separations that occur as stress tears. There are also small tears at the margins at some of the fold lines.

Thus there's more stress to the paper on the bottom fold due to the slight increase of the paper's thickness (effectively, two sheet's worth) and is where the greatest separation occurs.
Furthermore, this piece of paper was folded so that the printed side remains folded inside with the non-printed side on the outside.
It would be very helpful to see the backside of the paper for any expected signs of scuffing and oxidation. It would also be good to have better image resolution to see if the paper's margins, both inside and out, have telltale oxidation; i.e., the yellowish tint that turns white as you move from the paper's margins toward the center of the paper.
Just some observations from a guy who's handled loads of old paper documents.........

A number of posters are saying their browser is giving them messages that the site is infected.
I visited the site several times using Google Chrome and I get NO message at all.
Right. Orly Taitz did due diligence this week, checking on the registrar who signed it originally, etc, and could not refute the authenticity. So that’s why she went public and is asking the courts now.
