Rules that protect tyranny should be broken. He was not sitting in that chamber to follow rules, but to represent the people who elected him, in part by maintaining the separation of powers. That's why I believe he spoke appropriately - he literally spoke truth to a lying power trying to harm his constituents. The shame is that the rest of the Republicans didnt take up the cry, and shout the lying President right out of the chamber.
