“FBI gets 60 days to file charges against India terror plotters”
SNIPPET: “Chicago court’s chief Judge James F. Holderman has extended till next Jan 1, the period of filing indictment against the accused duo, David Coleman Headley, a Pakistan-born American national, and his Pakistan-born Canadian associate Tahawwur Hussain Rana.
FBI agents arrested Headley Oct 18 from Chicago’s O’Hare International Airport as he was preparing to board a flight to Philadelphia, and subsequently arrested Tahawwur Hussain Rana, whose former name was Daood Gilani. The two intended to travel to Pakistan, apparently to firm up their latest terror designs.
The court has also put off further hearing on Rana’s bail plea by a week after the FBI sought a rescheduling of the hearing and filed additional papers with the court, disclosing inflammatory videos of Al Qaeda, containing speeches by Osama bin-Laden and others, that had been recovered from Rana’s Chicago residence.
At the request of counsel, the hearing on Rana’s case before Magistrate Judge Nan Nolan is re-scheduled from Tuesday to Nov 19, a Justice Department official said.
The FBI vigorously opposed the bail plea of Rana arguing that he was “innocent” and had been “duped” by Headley, his schoolmate in Pakistan.”

30. Since the beginning of 2008, Individual A and RANA have communicated through the use of multiple email accounts. As discussed throughout this affidavit, Individual A, RANA, Individual B and Lashkar-e-Taiba Member A have frequently used coded language and changed their methods of communications in order to conceal the nature and content of their communications. For example, on or about March 4, 2009, after acknowledging receipt of an email from Individual A, RANA sent a response with the following pertinent content:
One of my brothers in Brigadier Movadat Hussain Rana and the other is Sibte Hassan Rana monie. They are in Rawalpindi. I really admire emails making it instant half mulaquat especially yahoo as it seems superior to hotmail. Talk to you later.
(Emphasis supplied.) Records reveal that the email account “mov.monie@yahoo” was created on or about March 6, 2009, at a particular internet protocol address, the user of which was located at the Chicago business address of First World Immigration. That same day, Individual A accessed the mov.monie@yahoo account from an internet protocol address in the United Arab Emirates, and sent an email from mov.monie@yahoo to RANA at his personal email address, asking RANA to contact Individual B.
31. Further, on or about August 28, 2009, in a recorded telephone conversation between Individual A and Individual B, Individual A spoke in coded language to describe a new account that Individual A had created for their continued communications. More specifically, after informing Individual B that he had formed an account on the “same system,” Individual A instructed him to write his colleague’s name and his younger brother’s name and write the names without spaces and write 1 with it. On or about August 25, 2009, Individual A created such an account with a name blending two first names.
32. On or about October 3, 2009, as Individual A was preparing to travel to Pakistan, Individual A spoke to RANA in a conversation that was recorded. Individual A asked RANA to create an email account using the Gmail service with the user name “liaqatbin11.” Individual A instructed RANA to change the email account name after using it two or three times, and gave him directions for changing the name. Individual A stated that the “liaqatbin” portion of the name would remain, but that the number 11 would change, and that to determine the second number, RANA should start by multiplying by two and subtracting two. Individual A explained that the number used to multiply 11 would increase by one with each new account. Individual A provided an example, and RANA worked the math out loud for determining several numbers.”

SNIPPET: “Given below are extracts from the affidavit filed by the Federal Bureau of Investigation (FBI) of the US in the district court of the Northern district of Illinois on October 11, 2009, justifying its decision to arrest David Coleman Headley, originally known as Dawood Gilani till 2006. These extracts relate to the three Pakistan-based ring leaders of the conspiracy to carry out terrorist strikes in Denmark and India.
2. As already reported, while the FBI identifies one of the ring leaders by name as Ilyas Kashmiri of the Harkat-ul-Jihad-al-Islami (HUJI) and gives his detailed background, it refrains from identifying the two other ring leaders, who are merely referred to as Individual A and Lashkar-e-Toiba member A. However, a perusal of the extracts given below would show that the FBI must be aware of their identities. Why is it coy about identifying them? Has it at least told the Indian agencies about their identities? Has it asked the Government of Pakistan to arrest them and hand them over to the FBI for further interrogation? If not, why not?
3. A perusal of the extracts indicates the following:
(a). Headley had two channels of communications in Pakistan—— with Individual A and LET member A.
(b). He had no direct contact with Ilyas Kashmiri. All his communications with him were through Individual A.
(c). Individual A was arrested by the Pakistani authorities in connection with the investigation of the November 2008 murder of Maj-Gen. Amir Faisal Alvi, formerly of the Special Services Group (SSG), who was the brother of Lady Naipaul, wife of writer Sir V.S.Naipaul. But he was subsequently released. He was close to Maj. Haroon Ashiq, the principal accused in the murder, who reportedly confessed that he and other accomplices murdered Alvi on the instructions of Ilyas Kashmiri. Why did they murder Alvi? Did he play any role in the SGG’s commando action in the Lal Masjid of Islamabad in July,2007?Are all of them, including Individual A, former officers of the SSG, as Ilyas was? If so, did these ex-SSG officers train the LET team that attacked Mumbai on 26/11? These questions need the attention of the Indian investigators.”

Jean-Louis Bruguiere, a former French investigative magistrate who specialized on al Qaeda and investigated the terror group in Pakistan, has more damning information on al Qaeda, Lashkar-e-Taiba, and the groups’ ties to each other and the Pakistani state. From Reuters:
In an interview, Bruguiere said he was convinced Lashkar-e-Taiba, first set up to fight India in its part of the divided Himalayan region of Kashmir, had become part of an international network tied to al Qaeda.
‘Lashkar-e-Taiba is no longer a Pakistani movement with only a Kashmir political or military agenda. Lashkar-e-Taiba is a member of al Qaeda. Lashkar-e-Taiba has decided to expand violence worldwide,’ he told Reuters.
Bruguiere goes on to explain that shoe-bomber Richard Reid and three other Westerns were trained in a Lashkar-e-Taiba camp by Pakistani soldiers who doubled as members of the Lashkar-e-Taiba. The training camp was supported by the Pakistani Army. “Military supplies were dropped by army helicopters,” Reuters reported.

The Mumbai police today carried out raids in Bandra, its adjoining suburb Khar and BPO hub Goregaon in search of Headley’s local acquaintances and contacts.
“He (Headley) mapped the Chhatrapati Shivaji terminus, Taj and Trident hotels and Nariman House. We are interrogating (filmmaker Mahesh Bhatt’s son) Rahul to find out when he went to Leopold Café. That he did is certain — when he did that is what we need to know,” a top officer said.
Headley had visited the Mumbai home of Rahul, who contacted police after learning of the terror suspect’s arrest by America’s Federal Burau of Investigation (FBI) last month.

“The lead for this came from the FBI,” the officer acknowledged. “We now know most details about Headley’s recce of the terror targets, but there is a bit of a problem in case of Trident hotel as much of its past records were destroyed in the 26/11 attack. But we are getting there and will soon have the information.””
SNIPPET: “Between 2006 and 2009, Headley ran a firm called Immigration Law Centre out of Tardeo AC Market in south Mumbai with the help of a local Parsi woman. Late last night, officials of the federal National Investigating Agency, which has now joined the probe with Mumbai police, visited Headley’s immigration firm.
“A lot of facts have emerged from the interrogation of his co-worker/partner at the firm. She has been very co-operative. We now know Headley rarely used mobile phones and computers; but he did have a Tata Indicom landline number that he used while operating this immigration business. His mobile number is also with us and is leading us to some of his local contacts/acquaintances,” the source said.
Officially, Headley’s job was to facilitate US and Canadian visas for semi-skilled and unskilled workers. The investigators are trying to find out whether he had any contacts in local consulates.”

A perusal of the FBI’s affidavit against Headley shows that while Ilyas wanted a Mumbai—26/11 style attack in Copenhagen, Headley felt that a more feasible option would be to assassinate the cartoonist and his Editor.

New Delhi put its nuclear sites on alert following reports that a U.S. citizen, arrested Oct. 3 in the United States in an unrelated case, had visited Indian states with nuclear facilities, the Press Trust of India reported.
“The step is precautionary in nature,” said an Indian Home Ministry official. “The states have been asked to increase the vigil and patrolling to thwart any sabotage attempt aimed at these vital facilities.”
A high-level agency official told Reuters that certain states have been urged to increase security around “vital installations.” No other details were provided.”

US Terrorist Headley to be extradited to India-FBI team arrives in India

According to Home Minister P Chidambaram, a case has been registered in connection with the 26/11 Mumbai attacks against US-based LeT terrorist David Coleman Headley, who was arrested by the FBI earlier this month.
The National Investigation Agency (NIA) will be investigating the case. The 49-year0old Headley was hacking a conspiracy in league with the Lashkar-e-Toiba to carry out a major terrorist attack on India. The government of India has issued advisories to the cities of Delhi, Mumbai, Lucknow, Agra and Ahmedabad for an impending terror strike during the week of the first anniversary of Mumbai terror attacks.
Headley, along with his co-conspirator Hussain Rana who was also nabbed by the FBI will soon be extradited to India seeing there is enough proof to link the duo to the LeT. A court in Chicago is trying the two men, and the proof has been sent by the NIA to the FBI. It has been revealed that Headley visited India several times between 2006-2009 and had visited five cities Mumbai, Ahmedabad, Lucknow, Agra and Delhi. A probe has begun to unravel the terrorist network in the cities.
A team of investigators from India have traveled to the FBI quarters to question Headley, and it was reported that the FBI did not give any such permission. However Chidambaram denies all reports saying, “The team had gone to Washington to discuss other security related issues apart rather than to Chicago to question Headley.” Moreover, an FBI team led by its chief Robert Mueller is to arrive in India next week to flush out the Indian part of Headley’s terrorist network.
According to the FBI, Headley has traveled to Pakistan several times, and has in fact received training from various terror groups in the country. Headley has also recruited dozens of youngsters of the Laskhar in India and sent them for missions in the Gulf. Also, Headley had set up an immigration business in Mumbai and had used the business to send terrorists to other countries. In the light of Headley’s arrest, many suspects from Hyderabad, Gujarat and Madhya Pradesh have disappearedm including Rahil Sheikh, who masterminded the 2006 Mumbai serial blasts that killed 187 people.

Top sources in the National Investigation Agency (NIA) that has taken over the case said it had established that Headley and Rana were in touch with the same Pakistan-based handlers who gave directions to the 10 terrorists who attacked Mumbai.
Sleuths are now examining how the duo had corresponded with Lashkar-e-Toiba (LeT) masterminds Zaki-ur-Rehman Lakhvi and Zarar Shah, who are currently in Pakistani custody, and also probing if there was another module at all involved in the Mumbai attacks.”
SNIPPET: “Sources also pointed out that both suspects, now in US custody for planning terror attacks in India and Denmark, used satellite phone during their visits to Mumbai and Kochi last year before 26/11.”
SNIPPET: “The costs for these print ads were reportedly paid by Headley’s job agency in Tardeo, Mumbai which was another front. However, sources said the advertisements were a signal to the sleeper cells of their presence and to let them know about the meeting point during their India sojourn.
Headley and Rana, who are graduates of a military academy in the town of Hasan Abdal in Pakistan, had maintained e-mail contact with other former students, including officers in Pakistan’s military.
They apparently belonged to a group of the school’s graduates who referred to themselves as the “abdalians” in internet postings, according to FBI affidavits.”

The day before the attacks last year they transferred money to activate an Internet phone account that was used by the attackers and their accomplices, Stefano Fonzi, the head of anti-terror police in Brescia, was quoted as saying by AP.”
SNIPPET: “Italian police began the probe in December last year after being alerted by FBI that the money had been sent from Italy, Fonzi was quoted as saying, adding that the funds were transferred under the identity of another Pakistani who never visited Italy and was not involved in the alleged crimes.
The two men have been accused of aiding and abetting international terrorism as well as illegal financial activity.”
