Slaughter Preps Rule To Avoid Direct Vote On Senate Bill (House to pass ObamaCare without vote!)
National Journal via NRO's The Corner ^ | 10 March 2010 | Anna Edney, with Billy House and Dan Friedman contributing

Posted on 03/10/2010 1:08:06 PM PST by Pilsner

Democracy by Slaughter [Daniel Foster]

The sense around here for the last week or so has been that "only the House vote matters" in deciding the fate of Obamacare. But what if the Democrats can pass the bill with no House vote at all?

Astoundingly, House Democrats appear to be preparing to do just that:

House Rules Chairwoman Louise Slaughter is prepping to help usher the healthcare overhaul through the House and potentially avoid a direct vote on the Senate overhaul bill, the chairwoman said Tuesday.

Slaughter is weighing preparing a rule that would consider the Senate bill passed once the House approves a corrections bill that would make changes to the Senate version. (emphasis added)

Slaughter has not taken the plan to Speaker Pelosi as Democrats await CBO scores on the corrections bill. "Once the CBO gives us the score we'll spring right on it," she said. . . .

House members are concerned the Senate could fail to approve the corrections bill, making them nervous about passing the Senate bill with its much-maligned sweetheart deals for certain states. "We're well beyond that," Pelosi said Tuesday, though she did not clarify.

That the Democrats could take this extraordinary step to avoid passing the Senate bill tells you that they have zero trust in the Senate to pass reconciliation "fixes," and zero trust in the president not to sign the Senate bill should it reach his desk and a reconciliation effort collapse. But most crucially, it gives the lie — in a big, big way — to the Democratic narrative that health-care reform should and will be finished via simple "majority rule," and not bound up in the arcane rules of the United States Senate.

Bret Bair mentioned something about this on FoxNews last night, I believe. I’ve heard something very recently, didn’t understand it though.

Let’s change the rules to get our objective rammed through. Typical democrat cheats.

Nope, that is unconstitutional and should be easily thrown out by the Republicans. They are just blowing smoke since they know they can’t pass the bill.

If they try this then the Senate would have to go first on the “fix” bill, which they would have to do through reconciliation since Scott Brown would be vote #41. This would open the floodgates to GOP parliamentary challenges on what was germain to the budget and unlimited numbers of amendments. The Republicans could likely tie things up with the four-corners offense for the remainder of the year if they go this route. It would have the added benefit that the Senate would not be able to take up any other business.

That seems to be their attitude. The Illegal Alien himself seems to love dissing the very Supreme Court justices who will have to a[prove Obamacare if it is passed. The one thing any lawyer learns is not to piss off the judge who's hearing his case. When the Illegal called out the justices who ruled against him th in the Citizens United case he made a big blunder because Kennedy, the swing justice, wrote the decision. Looks to me like the Illegal may well have made an enemy for himself in Kennedy who will really stick it to the Illegal in coming months, especially if the Commiecrats pull off a trick like this one.

I don’t think there is any way this could ever pass the Constitutional muster.

I agree. But... There is the "enrolled bill" rule. Meaning that the Supreme Court has ruled that once the leaders of the House and Senate formally attest that a bill was passed by the House and Senate, the Courts cannot go back and second guess them. That is a good rule if the House and Senate aren't run by a bunch of crooks. If they are...

I'm not a pitch fork kind of guy, but if they can do this, why do we bother having rules?

We are entering the slippery slope phase now.....Oligarchy the rule of the few, and those few are generally the people who are wealthier or more powerful than the others. Sometimes they may be elected, and sometimes they are born into their position. The most likely mechanism for transformation into an Oligarchy is a gradual accumulation of unchecked economic power. They know exactly what they are doing. They will never get this close again, they have awakened a sleeping giant... WE the PEOPLE. If we don’t stop them now, soon there will be anarchy.

They don’t want to go on record because they hope there might be one or two of their voters who won’t blame them anyway.

WRONG, TARDS, you WILL be blamed because you did not stop this disaster. There won’t be any hand washing if this gets passed. You can forget that.

How many Americans have to tell you “not no, but hell no” for how long before you finally get it? We aren’t going to like it afterwards, we all know it will be worse than the care we have now - if it wasn’t going to be worse congress critters would be enrolled in it too.

AND afterwards we will immediately have our taxes raised for something we do NOT WANT with the so called “reward” that we DON’T want, years down the road.

Laws without votes.

I certainly hope the SCOTUS would throw it out, whats next elections without voters?

Stealing 1/6th of the economy without a vote is probably the craziest thing I ever heard.

Should lead to civil war, but then again if “say yes” sex-ed for elementary kids didn’t do it, nothing will cause a revolt.

First of all, this is from the Denture Lady but it is a legitimate news story.

Second, the GOP should make the point that the Slaughter Solution means that the Dems have become unhinged and are turning the US into a banana republic.

Finally, make the analogy for the American people. You are caught stealing from your neighbor’s house and when you are hauled into court, you tell the judge that the items were just assumed stolen.

If they get it passed this way and then years later the USSC strikes it down the hundreds of thousands of new nomenklatura will have been hired and The Republicans, no matter what their status, will not vote to fire all those new “employees”. We will be stuck with them. The level of government control is directly related to the number of bureaucrats. The legislated control creates the jobs but if the jobs are filled and the powers taken away, the jobs and new bureaucrats won’t go away. They will just be shifted in emphasis somewhat.

I think that passing this monstrosity through such unconstitutional means calls for some very strong civil disobedience at a minimum. I'm not ready to go rambo on them yet, nor am I thinking about overturning parked cars or burning dumpsters near the local university. But I am thinking that if this monstrosity passes regardless of the means, we should be taking very large, decisive steps to shut this economy down.
