In our case, it could appear as a smooth device to avoid the lst Amendment.
Troubled by the difficulty of making a law abridging the free speech of the hated Fox News, the government could abridge simply by approving the sale to this particular buyer.
It would be interesting to know what motivated Roger A. to transfer the interest to this buyer. Were others invited to negotiate a price?, etc.
