Any State or Congress Critter would have standing to petition the SCOTUS to disqualify this bill from becoming legitimate Law.
Even if the SCOTUS took no action States and Citizens could refuse to recognize it's validity since Art I Sec 7 clause 2 was not followed.
Think of the spectacle of IRS agents being arrested by state law enforcement for trying to collect illegitimate medical taxes......
