And there was a piece circulated on the Net over a year ago to the effect that Twinkle Toes Emanuel had his home addresss expunged from the Cook County Tax rolls by his buds down at the courthouse. I went into those PUBLIC records and, in fact, found NO listing for his home there.

It doesn't say "the year immediately preceding the election," therefore it could be interpreted to mean any one year before the election, ie, a year five years ago. No?
