All they need to do is to infiltrate a delivery truck outfit that supplies restaurants.
What people don’t truly realize especially in Texas is that the chicken outlets like KFC, Popeyes and such all get the chickens from the same farms.
When I was younger I rode with my dad who was such a delivery driver, its way too easy to spray a little plague or other disease upon the food.
We cannot 100% stop an attack, but we can draw them out and we all know what to do about that. Burn a few Korans and they will come like an angry moth at a bug light.

They need to decide who the target is. If you sneeze in D.C., you hit a government employee. To hit a government worker, they will need a precision weapon and a lot of intel.
I'd say the best way to counter this potential problem is to change the entire DC and surrounding areas into less that target rich environments by shedding 2 in 5 federal employees. Just have them all line up, start a count at some random point, “1, 2, 3, 4, 5, 1, 2, ...” and then draw two numbers out of the hat. Firing, for example, all of the twos and fours should make it easier to defend the remaining servants and easier to detect threats to them as well.

The only thing they’d hit would be lawyers and lobbyists. A lot of government buildings have their own cafeteria or people go to a street vendor.

Because President Obama will do nothing to stop the massacre of government employees, he will be able to run for re-election claiming that he cut the size of government!!!!!
Good thing we’re not at war with these guys.
If it happens I predict that a couple of mosques are going to mysteriously blow-up within a week or so. And nobody will have seen anything nor know anything about it.
