If a Syrian refinery were to be dedicated to Venezuelan Oil, which BTW, is internationally speaking, sludgy crap, it could not handle other feedstocks without conversion. Venezuelan oil is refined in Trinidad, St. Croix, and the US mainland.
It is heavy sludgy crap with a lot of brine mixed in. I had worked on the controls for one refinery there a little over 10 years ago. That was the project where the Venezuelan techs were looking for escape routes to get away from Chavez.
