How about: She spoke to the male TSA worker after the incident, he expressed concern and said he would have taken steps had he been there. He would review the tape to see for himself the improper conduct of the TSA agents.

Isn't that hypo more probable than a agent knowing a passenger was upset and likely going to make a claim of this assault, saying he wished he could have enjoyed seeing this happen to her, and that he would view the tape to be amused at her insult and to to arouse his prurient interests?
