Leader: Wis. Senate to convene without Democrats

MADISON, Wis. – Wisconsin's senate majority leader says the chamber will convene to pass non-spending bills and act on appointments Tuesday even if minority Democrats remain out of state.

Republican Sen. Scott Fitzgerald told The Associated Press on Sunday that he would be reviewing which bills and appointees to schedule for action. He says senators can't wait around "twiddling their thumbs" until the Democrats return.

Fourteen Democrats fled to Illinois last week to delay action on a budget bill that would effectively eliminate collective bargaining rights for most public employees. Republicans need 20 of 33 members to have a quorum to pass any spending bill but only a simple majority of 17 for other items.

Senate Minority Leader Mark Miller says Democrats will not return until Gov. Scott Walker is ready to compromise on his labor proposal.

Sorry, that does not work. The requirement is for 20 in attendance. The GOP only has 19.

This whole Wisconsin thing has a silver lining for sure - we might get some real cool stuff passed.

It's the best entertainment I've seen since Nov 2008.

Great!

Time to turn the screws and cram through EVERY piece of legislation that is absolutely anathema to liberal Democrats... without ANY opposition whatsoever...until the absentee Democrat sneators can’t take the humiliation any more and return with their tails between their legs!

Considering two facts...they handily elected Walker after he ran on this issue, and they handily elected Republicans in both houses of the legislature after running on this issue...it’s awesome!

WI flipped from navy blue to bright red overnight!

That’s a fact that the ‘rats and the unions are having a hard time fathoming.

We need to hit them hard while they are confused. lol

Great! I do the same on a daily basis with John Boehner asking him to get the RINOs on board with Conservative principles and fight to starve the beast that is Washington, DC.

I remind him that America is dying and that he, DeMint, Paul Ryan, Bachmann and a few others better FIGHT to save our Republic.

Democrats are making a mockery of Democracy. When they have power, they ram stuff through without a bit of concern for the position of the minority. When the GOP is in power, the Democrats just walk away and jam up the system. Democrats hate democracy. They love power. Either we DEMAND that they participate in the system the way it was designed or we remove them from power. When will the GOP grow up?

How influential is FR? I’m a mbr of another right-wing forum and I post the articles I see from FR to that site. I discovered the pro-US paper, the UK telegraph here on FR as an example.

The Wisconsin Constitution requires 3/5ths to constitute a quorum for fiscal bills. Fiscal bills being described as...
any law which imposes, continues or renews a tax, or creates a debt or charge, or makes, continues or renews an appropriation of public or trust money, or releases, discharges or commutes a claim or demand of the state

But a simple majority is all that is necessary for other bills. I think the best solution is to split the bill up. Take all parts of the bill that are considered non-fiscal and find a way to pass that right away. Then when the democrats slink back into the state (and they will eventually) pass the rest. Legal experts is this possible/practical?

BTW here is the language of the bill in question in case anyone is interested.
