A little wire, plug into high voltage socket and notice the scent of GPS frying in the morning.
You have to remember that this is a POLITICIAN’S idea, not a proposal from anyone who lives anywhere near reality.
Here are the GPS coordinates for your Senator’s ass...

One wonders how tough it would be to clone the GPS transponder a few hundred times and glue them to cars, trains, police cars, stray dogs etc
