You might have thought that would have been fleshed out a little more in the story. For some strange reason, it wasn't.
The only thing I can imagine was that they didn't have monitored surveillance on them, just some kind of listening device attached to a recorder, and those recordings weren't examined until after the fateful attack.
That would be about the only reasonable excuse they (the constables) could offer. If someone actually heard the threats prior, it's inexcusable.
And allowed the men to inflict harm on the teacher.
“The four now face a jail sentence.”
