"He said, 'Could you get off your bike please?' " she told The Post.
"I said, 'Why?' He said, 'You're not allowed to carry a purse on your handlebars.' I thought he was joking."
Lecomte du Nouy, who had been riding down Columbus Avenue at West 100th Street on Monday at 3 p.m. en route to pick up her 4-year-old daughter at nursery school, said she nearly lost her balance when the cop asked for her driver's license.
"He gets out his little notepad and starts writing things down," she said. "Then I realized he's writing a ticket. I still thought it was a joke."
When she protested, she said the officer comforted her by adding, "Don't worry, you can go to court. The judges always throw these out."

Officer, it’s called discretion. You were trained, just like every other officer in the US, that you have it and should exercise it. Letter of the law vs. spirit of the law; sometimes you have to decide which is best for the situation.
Part of an officer’s job is to gain compliance with laws and scratching off worthless tickets is not always the best way to do it.
If there is an ordinance for this and you feel you must detain someone for this, show some compassion, and inform the citizen of the ordinance, ask for compliance, and then once satisfied, send them on their way, without a ticket and perhaps a smaller degree of respect for LE in general. There are much bigger issues than this to tackle.
I get the feeling this is because of some administrator saying, “Jones, your summons count is down. Step it up or your evaluation (raise) is going to suffer.” Ticket quotas are absolute BS, citizen contacts are a much better way to guage productivity and it shows a bit more compassion for the citizenry as well.
Folks, there are a lot of useless laws out there, contact your legislators to have them repealed or abolished.
While the media mistakenly attempt to portray entire generations as homogeneous groups (Greatest Generation, Gen X, etc.) there has always been a certain segment of the population worth watching. They were the kids who struggled to maintain a C average and typically bought every line of rubbish spouted by a social studies or government studies teacher.
In their heart of hearts they knew that they didn’t have the logical skills, intelligence and/or plain old courage to enter the workforce and achieve a supervisory or management position so very early on they opted for their high school’s criminal justice program. Their fantasy, stoked by adults who should have known better, was that donning a uniform would result in instant respect and elevation in the societal hierarchy. They no longer had to worry about being on the right side of an argument or using common sense - the uniform and the law justified whatever they did. It was very liberating.
I hear cops saying many of them took the job for the benefits and with an eye on retirement from day one. Yes, there are dangers, but for every widely printed dramatic story of a nut with a gun there are 1,000 humdrum instances of de facto automatons seeking and punishing harmless ‘crimes.’ Nuts with guns and drug dealers are an expensive and dangerous proposition. Scofflaws who ‘speed’ by going 5 mph over an artificially low posted limit and those who are (gasp) callous and dangerous enough to place their tote bag on their bicycle handlebars, however, are a lucrative and nonthreatening population who will part with $75 (and don’t forget those court costs) to avoid our corrupt and equally misguided legal system.
Law enforcement and its sympathizers are quick to point out that the officers are human beings too, have families, etc. etc. If that’s true then why do they leave common sense, perspective and decency on the nightstand when they leave?
I’ll bet the publicity people for movie, “Atlas Shrugged” are delighted with the timing of this item in the New York Post. I understand that movie opens today.

But, if, God forbid, you find yourself scared shitless and scrambling to hit those buttons because you heard a window break downstairs I guarantee that the last thing the officer who shows up will be thinking about is his pension or whether or not you respect him.
There are people who would love to control you to the extent that they can tell you what temperature your bath water will be.
