Interesting and valid point.
DoD, like any government bureaucracy, is not inherently able to get the maximum ROI. Far too many hands trying to get in the till to be efficient and penny-wise.
We need a strong defense, but much of our assumptions are obsolete, wrong or stilted by self-interested influencers.
