End of the Marshall Plan

The 10th anniversary of 9-11 also marks 10 year of the Bush Doctrine, not counting 2+ plus years of the Obama Appeasement and Contrition Doctrine. The Bush Doctrine, as has every other Doctrine since WWII, was heavily influenced by the Marshall Plan. This is the “nation building” that comes at such a dear cost, both in treasure and blood.

The Marshall Plan served our nation and the world well. It prevented anarchy and chaos in the lands of our former foes and helped stem the slide into Soviet domination by much of Western Europe. It gave the world two robust economies and democratic republics where despots and militaristic monarchies had ruled. It avoided the shameful errors of the Treaty of Versailles, which put a harsh economic yoke and moral stigma on civilian populations who had little or nothing to do with their leaders’ aggressions. Instead of vanquished foes we created steadfast allies, to our benefit as much as to theirs.

The Marshall Plan, or “nation building” has no hope of success in the current War on Terrorism, which is actually a War on Radical Islam, whether this president and liberals will admit it or not. In WWII we had pliant and subjugated populations led by evil madmen bent on world domination. We removed the heads of the vipers and allowed their subjects to throw off their yoke and thrive. In the War on Radical Islam no matter how many serpent’s heads we remove another will jump into the void. Our problem here is not evil concentrated in leadership, it is widespread within the general population, fired by the hatred of everything not Islam. No matter how much money we spend, no matter how many of our sons and daughters we sacrifice, no matter how many schools and hospitals we build, they will never love us. Not only will they not love us, they will not tolerate us, even in our own homeland. They hate us, they hate our way of life, they hate our freedom. They hate the idea of us.

And so I propose that the next time we are attacked by disciples of Radical Islam, and we will be, that we exercise the “Evans Doctrine”. I will readily and gladly surrender the naming rights to any leader who has the stones to embrace and implement the Evan Doctrine. Simply put, it is “A nation in rubble causes no trouble” and its application is as follows:

Once attacked the US will present all evidence we have to the UN and the nation sponsoring, supporting, or giving refuge to the terrorists and demand their capture and extradition within 90 days.

At the end of 90 days if satisfaction is not forthcoming US Air and, if possible, Naval forces will surgically remove the offending nation’s air defenses. Then, using high altitude air strikes and cruise missiles the US will take out transportation (highways, bridges, railways, ports, airports), power generation and water processing facilities, and military assets. All immigration from the offending country will be stopped and any of their citizens in the US will have their visas and green cards revoked and they will be deported. All aid to the offending nation will be halted and all assets frozen.

When all valuable targets have been destroyed the offending nation will be notified that bombing will resume if any rebuilding is detected before extradition is complete. Fliers will be dropped explaining to the population that until the current regime turns over the terrorists or is itself removed, the current state of war will remain in effect.

If and when satisfaction is achieved operations will cease. Nothing will be rebuilt with US aid. The only thing we will give is the guarantee that if we detect a return to the conditions that invoked the Doctrine then we will return, full force, and do it all over again until their GDP is measured in Cave Paintings.

The cost versus invading, occupying, and rebuilding a nation will be minimal. Almost no American lives will be lost. The citizens of the offending nation will not hate us anymore than they do right now. They will serve as a stark reminder to like minded terrorists and the regimes which might support or harbor them. At some point a majority of the population will realize it is necessary to oust their radical Islamist leaders and opt for normal relations with the US.

We must never forget that their love, respect, and loyalty cannot be bought. Their fear and respect can be earned.

I like your doctrine, but many geographic areas aren’t really nations. The West Bank, for example. Lebanon, for another. Non-terrorists living there are next door to terrorists. Unless they want to uselessly get themselves killed, there’s nothing they can do about it. Making non-terrorists more miserable and impoverished won’t help us fight terrorism and may add to the problem.

Other countries that aren’t really countries are China, Russia and Mexico. All have factions that can act as the state can and sell WMDs, missile technology and nerve gas. These factions (sometimes “companies,” sometimes red generals and sometimes cartels) are so powerful that their own government can’t stop them.

Until America comes to the realization that this is so and stops trying to negotiate with nations that don’t really exist except as colored areas on the map we’ll be vulnerable to the machinations of powerful but non-responsible special interests who are only out for themselves. We need to develop indigenous sources that can go in and surgically remove the problems. (Of course, then you run into the problem where you’re helping one tribe wipe out another tribe, so you can’t leave target selection to a Harvard study group.)

Too bad for them. They will also have the 90 day period to do something. This approach does many things. First it makes the population an issue even in a dictatorship (especially after the “Arab Spring”). Second, it presents the US as something other then a “paper tiger”. Third, it speaks to these types (terrorist and their enablers) in their own language, violence. This they understand! Giving them things and money to “buy” their friendship, not so much.

What you wrote it true.

Political Generals and Admirals like McChrystal and Mullen threw about the term "hearts and minds" ad nausea to describe our "strategy." We were "winning hearts and minds" in the Islamic dens of hatred.

Ya, right.

We never subjugated them completely, and we never took Ann Coulter's advice to "kill their leaders and convert their people to Christianity."

We pi$$ed away Billions (not to mention blood and treasure) on schools, roads, and hospitals for a bunch of Islam worshiping snakes.
