-- I thought Utah was the first, on the 15th, then the others starting in at the end of the month? --

The Utah 15th deadline is for candidates who are NOT within a political party that has qualified for ballot access in Utah. Qualified political parties have a later deadline.

I don't believe the MI deadline is in October, but so far all I've found is a summary of the MI law.

The election law requires that the secretary of state issue a list of the individuals identified by the national news media to be potential presidential candidates for each political party's nomination. (This is to be done by 4 p.m. of the second Friday in November of the year before the presidential election -- which will be November 11, 2011, Veterans Day.) Senate Bill 584 would amend the law to require that list be made available to the public on an internet website maintained by the Department of State.

Then, not later than 4 p.m. of the following Tuesday, the state chairs of each political party for which a presidential primary election will be held must file with the secretary of state a list of individuals that he or she considers to be potential presidential candidates. Senate Bill 584 would require that the secretary of state also make these lists available to the public the internet website.

A few comments. Regarding Utah, even if it is the 15th of this month, I don’t think that matters in the abstract. No one can compete against Romney in Utah, not even Huntsman. So if that deadline were “missed” it is of no consequence.

With regards to that MI law excerpt, it seems like IBD just pulled their Oct 15 out of thin air. And if the excerpt you posted is truly the law, which would hardly be unsurprising, the fact that the candidates are those identified by the “national news media” is silly beyond belief. Ah, the eternal wisdom of state legislators! That is really a very strange way to have on qualify for a presidential primary ballot!
