The repeating and hand motions is a method of crowd control. The mind numbed indoctrinated are forced to follow the speaker closely as a group. Anyone with other ideas is quickly spotted. That announcer is a pro.

And why not recognize individual achievements? How come everyone has to be the same because it wouldn’t be fair if one person actually was better? It seems to me if a man is known as a hero and a good guy, and then the man shows up to support your group, you allow him the opportunity to speak and then proceed with the agenda after.
