Republican presidential candidate Herman Cain said on Friday that poor Americans will not have to pay the 9 percent flat income tax under his now-famous 9-9-9 tax reform plan.
During a speech in front of a vacant train depot in Detroit, the former Godfathers Pizza CEO staunchly defended his signature tax proposal from critics who say it will raise taxes for lower-income Americans.
Cains plan would throw out the current tax system in favor of a 9 percent corporate tax, a 9 percent income tax and a new 9 percent national sales tax.
He said Friday that poor people under his plan would be exempt from paying the income tax.
If youre at or below the poverty level, your plan isnt 9-9-9, Cain said. Its 9-0-9.
The former pizza executive also unveiled his proposal on Friday for opportunity zones to help renew distressed inner cities. His proposal includes offering tax exemptions to businesses that invest in these zones.

There are exemptions, now, for "the poor", vis-a-vis the income tax AND the sales tax AND for businesses who are willing to open businesses in places like DETROIT....not just in all "poor" areas.
Do try, please, to keep up.
When you keep on exempting more and more people, someone/s have to make up the slack! Guess WHO that will be?
And no, even by lowering taxes on some things, the ADDITION of a new tax, will more than make up for what you imagine you will "save".....IF it could even get passed in the first place, which it couldn't.
First choice:
Pass Balanced Amendment and
Repeal 16th Amendment (or just not implement it anymore). Abolish all income taxes and payroll taxes. Establish 25% National Sales tax. Government can supplement revenue by putting tariffs on countries that are now ripping us off.
2nd Choice:
Pass Balanced Amendment and
Straight Flat tax; no deductions, no execeptions (rate I dunno...10%?), Abolish all other taxes except for tariffs which I think we should use more anyhow.
There I fixed everything.
See this is the stupid type of remark I’m talking about no 9/9/9 will not turn into the 40% income tax we have now. Your just throwing straw man arguments
Like I said if you get 9/9/9 and some other people get 9/0/9 or 3/3/3 how is it not a better plan than what we have now
You know the opinions here don’t matter anyway it’s such a small percentage of the people who actually vote I don’t know why I’m wasting my time explaining it. We all hated McCain back in 08 and he still got the nomination and now it’s because too many of our kind are so damn picky we end up with crappy candidates that we throw out perfectly good conservatives over a small trivial issue
I’m beyond angry with freerepublic today and I wish Rush Limbaugh could point out how stupid a lot of you are acting today
Alright have fun losing with Romney you reap what you sow you picky bastards
Not good. Everyone needs to pay the same percentage of income. If he’s backing down, I’m off the Cain Train.
I won't vote for Romney in the primary, nor in the general election, as he wouldn't be any better than Obama, if he could beat him.....which he can't.
Face it.........we have a lousy field and Cain, though probably a good man, shouldn't be trying to run for president. He keeps on having to backtrack on things he says and this 9-9-9 plan stunk on ice from the beginning. And now, the plan is just getting worse and worse. Heck, even one of the guys who wrote it is now backing away from it and Cain has NO idea what it actually is, nor how to explain and "sell" it.
This is disappointing. His plan seems like it is morphing into just another redistribution scheme?
Otherwise, is he attempting to appeal to Obama voters???
Actually it’s just another nine by the math major.
9,9-9,9
Another thing I don’t see anybody bashing Reagan for the earned income tax credit
I apologize if I sounded harsh earlier I just get passionate and I hate seeing you guys bash good conservatives
I don’t watch Herman Cain when he first speaks anymore. I’ve given up trusting my ears. Now, I wait 24 to 48 hours for his clarification. It is much easier that way.
(I’ve been supporting him, but his “misstatements” and lack of organization are starting to give me doubts.)
Here we go again. The beginning of the list of “exemptions.” I guess it’s “compassionate conservatism.”
Don’t worry about it. Most of us here are trying to get it together. Better for we conservatives to hash out our differences now, than let them fester until the general election.
Justice.
Are you sure that your tax bite will go down? Don't be so sure of that!
The one thing this plan had going for it was simplicity and fairness. Now it's a malleable concept which would be manipulated at politicians whim to buy votes just like what we already have.
I swear the more cynical part of me thinks conservatives will buy into ideas that would never be bought into if they think a conservative is selling it and that we are seeing the first attempt to conned into something here on that notion--
Should have kept it 9-9-9 and exempted grocery purchases w/o regard to income. Stop reacting, Herman. Gloom
Last Friday Cain gave an interview to CNN and in response to a question on affirmative action Cain said he
didn’t believe in mandatory affirmative action
and then outlined his program which sounded like a taxation affirmative action.
Or buying votes from blacks.

Cain said that unemployed black Americans living in the most economically depressed areas ,
like Detroit , would pay less than 9-9-9.
Cain had been calling them empowerment zones , I don’t know what he is calling it this week.
Cain said they were still working out the details .
“ Instead of in a designated empowerment zone, it being 9-9-9,
it could be, as an example
only, 3-3-3.”
“What this does, because you have a lot of African-Americans located in cities like Detroit,
.........youre going to pay a smaller percentage in taxes.
Jonathan Karl reported on this for World News this past Monday.
In another unconventional move for a Republican,
Cains aides tell me hes going to make a direct appeal
for African American votes,
unveiling a plan later
this week to help inner city poor.
A plan , I am told , that will include tax rates even lower
than 9 9 9.
Setting the stage for Myth Romney to take the nomination. Why, Hermann, Why!!!!!!
