The difference is this:
Cain made his own announcement, Mrs. Perry made Rick's announcement.
Cain needs no T-shirt because he is not dancing to his wife's tune.
But Perry is.

The longer this farce continues, I, all BS aside, wonder if RP wouldn’t be happier out of politics entirely. He really seems to me to be a guy that just wants out. I don’t see any genuine enthusiasm for this in him.
But someone, wife, GOP, donors, whoever I don’t know, just ain’t gonna let that happen.

What I have read is he was told by the military/Navy that he was more valuable to them in his (then) current work as ballistics analyst for the Navy than to enlist in active service.
