Health and Human Services spends the money, writes and interprets the regulations. Just look at the Office of Investigator General for HHS under Clinton, then Bush. Armed raids with the FBI. Reno and Freeh holding rallies in football stadiums to teach patients how to turn their docs in for $1000.

Texas democrats were a different breed. They were more conservative than many in other states.

Perry being a democrat has been answer several hundred times. In Texas, most people were democrats up until abt 1960’s. They were Reagan Democrats. That was what his family was and therefore what he was. He has always been conservative.

The big problem with repeal is that we need a 2/3 majority in both the House and the Senate just to debate any changes. We can do it, if the voters are determined enough.
