Report: Federal Intervention Needed to Stem African American Unemployment

The misery of U.S. joblessness has everyone’s attention, but in the African American community, high unemployment has been the norm for 50 years, in good times and bad.

A new report by the Economic Policy Institute (EPI) is calling for federal intervention to break the cycle that has kept the jobless rate among African Americans at twice the rate among whites.

The three-part plan includes the creation of public-sector jobs, job training with job placement programs and wage subsidies for employers.

EPI urges federal implementation of the program in counties and metropolitan areas of 25,000 people or more that have suffered unemployment of 6 percent or more for the the past 10 years.

Says Algernon Austin, director of EPI’s Race, Ethnicity and the Economy program and the report’s author:

Our economy should be one in which everyone who wants to work can find a job.

What was the neary trillion dollar stimulus if not federal intervention? What was the war on poverty, begun by LBJ when I was a child (I’m now 51) if not federal intervention? What was AFDC, TANIF, CETA, JTPA, WIA, Food Stamps, Head Start, WIN, Promise Jobs, EOC, Job Corps, WIC, AmeriCorps and Affirmative Action if not federal intervention?

There are no jobs for them anymore. Due to automation, computerization and cheap Chinese imports. They are a poorly edumacated labor surplus along with some other people in the good old USA. What kind of Gov’t jobs would be dreamt up for them? Leaf raker? Snow shoveler? Lint examiner? BBQ wings taster?

That’s painting with an awfully broad brush. I’ve known a lot of hard-working, educated and motivated black people in the Army and since then. I also know a lot of shiftless, lazy, doped-up whites that I wouldn’t hire to mop a floor at McDonalds.

Wow! What a great idea. I wonder why we have never tried this before? We should have known that black unemployment was due to an inadequate number of government programs to help blacks.

I guess it just took a colossal intellect like O-blame-a to figure it out.

A lot of things changed 50 years ago. What was that, about 1960 something?

There was this cultural rift that sort of started in about 1960 something. Political Correctness and a victim's society was introduced. Nothing was fair, make love not war. We should cherish the real American Heritage, the Indians. The colonists were bad. The instigators of the Revolutionary war were ungrateful. We should embrace other country's cultures as our own. Kumbaya.......

What else? Oh yea, there was contemptuous riots because Democrats kept blocking segregation reform. The welfare entitlements started to find stride after the new deal. And later, we went to war to provide a synergistic cause to embrace our cultural revolt.

I can't figure out why entire segments of our population have been in doldrums for 50 years. Maybe some believed the BS and just got stuck in the ideals of the time. Then they passed those same attitudes on to their offspring and government subsidized dependence became genetic.

One of the complaints about Obama (from the left) is that he hasn't done enough for the African-American community. Doug Wilder wrote a recent article about who was the "first black president" - Clinton or Obama ..... the conclusion being that Clinton, although not black by birth, had done more for blacks. Wilder still has hopes that Obama will do more in his second term (God forbid, please!). How "convenient" that with a re-election campaign looming and discontent with Obama over not helping A-As, suddenly there is a call for the Federal government to do more.

I think I see the flaw in this report. Wonder if they bothered to ask how many of these "unemployed" actually want to find a job versus how many are happy just bilking the system for all it's worth.

Actually, money is the issue. Particularly the Minimum Wage which the Democrats raised during a Recession. These, by-en-large dried up the low paying jobs that this article is talking about.

Their solution is more government. No the solution is to drop the minimum wage law and get folks back to work. For once a person has a job, it is far easier to get a better one in the future.

No, the Democrats made the Unemployment rise by raising the Minimum wage. Just wait till you see what will happen in San Francisco when they raise theirs to $10 and hour.

More than half of American Black families raise children without a full time father in the house. No guidance, no direction. Just mom pumping out bastard kids and getting a government check for every one of them.

And, despite the reality of the effect Prophet Obama has on his future Muslim supporters, they will vote overwhelmingly for him in the election. It is a certainty.

[I thought about saying Messiah instead of Prophet, but Messiah has connotations of something related to the Judeo-Christian experience - and we ALL know this man has nothing to do with either; he is a Muslim]

African Americans still reside mainly in separate and unequal communities. In 2010, in the 100 metropolitan areas with the largest African American populations, 62.5 percent of blacks would have had to move to achieve full black–white integration.

Blacks move in the whites move out....aint racist, just the truth.

Oh, what a surprise.

Recommending MORE taxpayer dollars to be funneled to benefit African-Americans (aka, Blacks), who can then join the Union, and pay Dues, to be funneled back to the DNC, so we can do it all over again.

We've been doing this forever, and Blacks are STILL not employed (most, because the Gubmint says they have a "Right" to free stuff)

Yes, it is a broad brush, but look at the drop out rate in schools and the jobless rate amongst minorities. Even when times are good, the numbers are higher. I also have been in the service with great minorities and worked with them in the private sectors.

Farm workers? Lettuce pickers? Oh wait! You have to be an illegal alien to do those jobs. The culture must change, and I don’t think that’s gonna happen. My ladyfriend and her ex, emigrated from Shanghai. Their daughter, the light of my life, was born here. She began college at 16, dual major, Bio-Medical Engineering , and Chemistry. Not a penny was spent by her parents on college. She even got grants for walkin’-around money! She had over 100 job offers before she’d even graduated! Try and find that desire for education in the inner cities. There are some kids who will succeed, but they’re rare. The “Culture” is a serious problem.

It seems to me that one of the arguments for negro slavery (back in the mid 1800s) was that the negros were just "little monkey children" who could not be expected to take care of themselves.

The proof is in how every country in the World is “roughly equivalent.”

I don’t even understand what those words mean.

What is “full black-white integration” and why is it so important? Is this some desirable state of being that we all asked the government to provide for us? Is anyone out there forcing polar bears and antelope together? Why not? Don’t we want full “polar bear antelope integration?”

These people remind of a petulant child playing with his two ant farms. He has a farm of red ants...and a farm of black ants. And he insists on them “playing” together...and if they won’t, he’ll kill them.

The girl from (via) Shanghai will do well in today’s economy. Unfortunately we have lots of people here not as smart as her. My pet plan is to offer inner city people incentives to disperse to the countryside to do agricultural work. Then who needs illegal aliens. Will never happen...but

A depression just might disperse people to the country to do any labor they can beg to do. But as of now cities are more and more becoming places where tax eaters live off the labor/taxes of workers and mock us while doing so. This will end one way or another. Maybe in large Brazilian style slums that get no Govt money but live by their wits

“job training with job placement programs” Probably has some merit..but why not apprenticeships, on the job training, and the like? No redistribution required for those...

“and wage subsidies for employers.” So more faux economy...sectors that consume the productivity of others rather than creating value...
