...and Nancy Pelosi and other members of Congress who constantly take advantage of insider trading and become multi-millionaires in a matter of years on a $300k salary. Stealing millions from the public is about as “do anything I want” as it gets.
What $300K salary? Rank and file representatives and senators get $174,000 per year, the Speaker, 223,500, the Senate Majority and Minority leaders, $193,400, each.
Grant you that, but it's mostly implicit and done on the sly. They don't put their mugs on the nightly news and say, 'I won. I don't believe in this law, so my Justice Department isn't going to enforce it', or 'I have directed so-and-so to do such-and-such' despite the fact that there's no Constitutional authority to take that action.
The President doesn't make laws, the legislature does. At least, that's how the story goes...
