Facts - the University has its’ own police force. An act committed on University property cannot be investigated by the State College police(I know this because I have a daughter up there being harrassed by an ex-boyfriend, which ended, thankfully). I am hoping that one of the fallouts of this mess will be the decertification of all "University Police" in Pennsylvania. Let them write parking tickets and enforce campus regulations, but strip them of law enforcment powers.
With the federal campus crime reporing mandates these "police departments" have a powerful incentive to UNDERreport crime.
