HHS Secretary Kathleen Sebelius says the Obama administration plans to issue a rule "in the near future" on its compromise plan on contraception coverage and is meeting with insurers, clergy and health leaders to get feedback on how to make it work.
“We’ve begun outreach. I have talked to Catholic health leaders, I’m reaching out to priests. We’re also talking to union leaders, we’re talking to our partners at labor who run the self-insured plans to figure out a strategy,” Sebelius told reporters at a conference in D.C. on Tuesday.
“We intend to propose a rule in the near future on some implementation strategies that I think do exactly what the president says –- which is make sure women have preventive health services and respect religious freedom," Sebelius said.
A final rule on preventive services for women has already been issued, requiring employers to cover all FDA-approved contraception. The rule exempted only churches and grandfathered plans, but Obama announced earlier this month that faith-based employers will not need to provide the free contraceptive coverage to employees. Instead, insurance companies will have to pick up the cost.
“This will be an implementation rule, so we’ll propose it and have it in place in time,” Sebelius said. “For those religious employers who do not fall under the exemption, their implementation deadline is August of 2013. So we have 18 months, but we intend to move well ahead of that deadline."

Women [and men] already have access to preventative health services. What ozero and his health-control law want to do is have other people pay for the preventative health services.
This has nothing to do with availability of health care. It already is available dammit.
When the bill was written, I thought they anticipated that possibility and set it up so that it could not be repealed. Am I mistaken?

Sebeastlius doesn’t get it: arbitrary rules that impact Constitutional rights are automatically unconstitutional; no matter how they change it, the fact that they can change it again next month makes it unconstitutional.
People can’t be left to wonder how extensive their rights are; a right that can be curbed tomorrow is nor right at all.
Her physical features aren’t unattractive, but what kind of a soul is so supportive of baby murder??
A total supporter and defender of baby murder is now in charge of our lives, through Obamacare.
No wonder she looks like she does, and no wonder people are terrified.
And what does that say about Obama, who put her in charge?

They did all they could to make repeal very difficult.
But yes it can be repealed. The House has voted to repeal it, but there’s Reid’s Senate and Obama making sure repeal stops there.
They instituted some funding mechanisms that make complete defunding of its implementation impracticable. The bill itself still stands, and there’s funding within the bill, rather than in a seperate funding measure, to implement it.
Perhaps that built-in funding is what you’re thinking of...
