Black Students Face More Discipline, Data Suggests

Black students, especially boys, face much harsher discipline in public schools than other students, according to new data from the Department of Education.

Although black students made up only 18 percent of those enrolled in the schools sampled, they accounted for 35 percent of those suspended once, 46 percent of those suspended more than once and 39 percent of all expulsions, according to the Civil Rights Data Collection’s 2009-10 statistics from 72,000 schools in 7,000 districts, serving about 85 percent of the nation’s students. The data covered students from kindergarten age through high school.

One in five black boys and more than one in 10 black girls received an out-of-school suspension. Over all, black students were three and a half times as likely to be suspended or expelled than their white peers.

And in districts that reported expulsions under zero-tolerance policies, Hispanic and black students represent 45 percent of the student body, but 56 percent of those expelled under such policies.

“Education is the civil rights of our generation,” said Secretary of Education Arne Duncan, in a telephone briefing with reporters on Monday. “The undeniable truth is that the everyday education experience for too many students of color violates the principle of equity at the heart of the American promise.”

The department began gathering data on civil rights and education in 1968, but the project was suspended by the Bush administration in 2006. It has been reinstated and expanded to examine a broader range of information, including, for the first time, referrals to law enforcement, an area of increasing concern to civil rights advocates who see the emergence of a school-to-prison pipeline for a growing number of students of color.

'There you go again. Disproportionate numbers in relation to the population don't mean a thing in and of themselves. Blacks are far, far more representative in the National Basketball League than their population proportions, but reasonable people don't go around claiming that there is a racial bias in who get hired simply because there is a disproportionate number of Black players.

Did The Times ask about the reasons behind what this study found? Could it be that Blacks are more rebellious to school authorities? Or that "acting White" is consistent with good behavior so that those Black students who do exhibit good behavior are bullied because of it, and then exhibit less of it?'

It's consistent with adult crime statistics. For example, blacks commit 52% of all homicides. If anything, the schools are probably bending over backwards to avoid suspending black students.

DUH???????? Perhaps they are the ones that NEED the discipline. Like others have stated, perhaps they are the ones who break the laws, are unruley, etc.

I'm sick and tired of the discrimination placed towards anyone who is NOT black while the blacks get their free ride because of their color. Skin comes off, it's what is underneath that skin and inside the individual that makes the difference.

The facts are ignored, from seeing this first hand to hearing my kids and their pals then it is the black community which has a big problem.
Blacks are upsetting classes, schools and groups for the most part where my kids go to , they are the ones who are disrespectful, starting trouble and thinking school is a joke.

I’m a gonna guess the white and hispanic kids born illegitimate or otherwise without fathers or with fathers in prison, also have a very high level of “harsh discipline” because they grow up from cute little fuzzy welfare babies into angry teenagers with postive malke role model, little or no male family support, no respect for themselves or authority... so look out

I support very harsh discipline for these kids- special high schools run like military boot camp to make men out of them

According to racial equality activist Richard Lapchick, the NBA in 2011 was composed of 83 percent players of color, including 78 percent black players, four percent Latino players, and one percent Asian players; 17 percent of the players were white.

Hall of Fame player and Indiana Pacers president of basketball operations Larry Bird in 2004 stated that the league needed more white players since the league’s fans are mostly white. “And if you just had a couple of white guys in there, you might get them [the fans, not the guys] a little excited. But it is a black man’s game, and it will be forever. I mean, the greatest athletes in the world are African-American,” said Bird.

Leaving aside the racist comments on this thread, what we need to worry about is the coming ‘fix’: More white children suspended/expelled to ‘even out the numbers’. We need to question every single time a white child is punished for a zero tolerance idiocy, such as drawing a gun, taking an asprin, using an asthma inhaler, etc. Suggest that racial balance may be the hidden culprit behind these nonsense suspensions.

I agree. It is so easy for certain groups to complain about “racism” when they are simply being held to the same standard as “other” groups. Example in point: at my son’s high school, a black male student beat the heck out of his girlfriend, drug her down a flight of stairs by her hair, punched the security guards and was found with pot. He was suspended for 10 days (after his arrest, of course). His Mom met with the principal and guidance counselor and you can guess what she claimed... her son was being discriminated against because he was black.

Accusations of profiling is just a way to exempt minorities from discipline. The next effect will be more violent chaotic schools, not more white expulsions.

The “bullying” gambit is also designed to oppress white students as well.

Pointing out the facts is not racist, yet.

My school is 99% Latino, so I don’t have much personal experience in this matter. I will say that with the handful of black students I have had, the girls have been very good, but a few of the boys have been very, very uncooperative. And their demeanor is different than the Latino kids. Latino kids goof off and are sullen and downcast when they get into trouble. Black boys are more likely to try and stare you down in a most threatening manner. It may be all bravado, but they don’t realize how much it ramps up the tension in the confrontation. Most of the teachers are Latino with a sprinkling of whites and Asians, and none of us are terribly happy with an openly aggressive student.
