I think your problem is you imagine every post office everywhere in the country does everything exactly the same way with exactly the same equipment.
They don't ~ and that's a problem. There are variations. Let's use APCs for one. I developed the designs for the first 24 APCs. The POD Transportation department purchased them. We put them to work immediately and displaced 24 people.
That's an incredible ROI. The APCs turned into a series of regional designs ranging from the ERMC to to things without names, but they all had the same wheels ~ kinda. I always kept an eye on that on my travels, and my original design specs were pretty close but people would buy wheels as much as 1/2 inch larger or 1/2 inch smaller ~ INTOLERABLE!!!
When I retired there were well over 1,000,000 APCs or very similar items. Keep the wheels on them and they can work for centuries.
Now, regarding what was available for year date inserts, your experience in one place in USPS is simply not determinantive. Somebody needs to do a survey ~ find out what they actually used (not just what one spec said to use).
What about the two other postmarks from the Makiki Station are they not postmarked by the 570 obliterator? Now look at the other postmarks on the Cold Case Video what stamped them? Oval stamps?

What YOU put in the manual is not the question, so quit trying to be so "impotant", show me a 2 digit year stamp in a 570 besides Obamas. You do realize that this constitutes probable cause and there is significantly more evidence that can be found, such ss the original document or microfilm of it and whether the film is missing, cut, inserted or in the original roll and aged like the rest of the roll, just like his supposed BC. How many window clerks worked at Makiki in 1980? Are you familiar with Postal Service employee records, directives. training etc?
You need more than a form with an anomalous date bar. All you have at the moment is something that falls in the category of "sh(+ happens".
If you turn off OCR, the year 1980 is clearly seen.
