So if we are in a national emergency, why do we need to negotiate with unions to get the job done?
This just recognizes that labor unions can exist in said emergency. My guess is that this is included to keep the union bosses from going ape if they found out that labor unions would be eliminated during an emergency. Reality dictates that the first idiot that claims they're a labor union rep will probably get a .223 between the eyes.
