State governments were engaged in massive sterilization programs in the 1920s and 1930s, and California conducted the most with nearly 20,000. The California model did not escape Hitler’s notice, and when he asked for the state’s protocol they gladly complied.
Eugenics was chillingly popular in the pre-war years.
