California is one of 10 states in which lawmakers are allowed to change or add their votes after a bill has passed or failed.
The vote changes cannot affect the outcome of the legislation. However, the altered votes, which show up on the final recorded tallies, allow cowardly legislators to avoid the tough decisions when they matter and fool their constituents into thinking their representative took a meaningful stand on an issue.
Vote changes and additions are far from rare. In January and February, the Associated Press reports, California lawmakers switched their votes or added their names after the total vote was read aloud at least 419 times.
The altered voting tallies are allowed only in the Assembly. In the Senate, that privilege is reserved only for Democratic and Republican leaders.
The vote-switching and additions provide political cover for lawmakers who want to dress up their official records when they do not have the courage to act on their own convictions.
To make matters worse, the vote alterations are not transparent. They're listed separately in a daily file of proceedings, but they do not show up on the official Assembly or Senate websites, where bills are tracked and the final votes are recorded.

These are people that are supposed to look out for the interests of all the citizens and legal residents of the state. Some job they’ve done here the last 20 years.
even a part-time legislature in this political climate sounds like a risky scheme.. they just don’t get it.. and never will.
they have spent this state onto the edge of a precipice and are blind to the consequences.
This is a ridiculous rule. Such cowards.
