Won’t work.

How do you think that these ghettos wre constructed in the first place? Non-Muslim businesses were boycotted and assaulted (or even torched) until they moved out so that Muslims could take over the space. Non-Muslim neighbors were harassed, children were assaulted by gangs of Muslim boys, girls and women were gang raped until they left (e.g., because they dressed like “whores”).

Trying to break up a Muslim neighborhood by moving in non-Muslims would result in the above behaviors driving them out again in a short period of time.

That is why a lot of planning must go into doing this properly. That the locals might benefit from the process is incidental, compared to dividing the ghetto, which is the main objective. So no reason to not just put an “industry” there with solid walls, guarded entrances and exits.

Nothing to burn, possibly even putting spray nozzles high up on the walls to spray paint over any graffiti. And graffiti artist.

If there are things like projects in the ghetto, those must be gradually gentrified. Replace them with one story buildings that are more manageable.
