Ideally, but in fact the police have the means to suppress or fabricate evidence if they choose to, and thus determine the outcome of a trial or even determine if a trial takes place. This is why police officers are required to testify in court like any other witness, as opposed to just taking the evidence and their statements at face value.

Moving to the serious side for a moment, I see society wide evidence that most blacks, including public "servants" opt to side with racial color rather than objective observation.
For convenience, the prosecutor can bypass the police and present whatever selected evidence she wishes to a Grand Jury with immunity (for the prosecutor) and little risk of consequences.
She can bring in ham sandwiches for lunch, (and so the jury doesn't get confused), and assure herself of every black vote in the county for 200 years (as LBJ would say).

Where is there any evidence that Zimmerman continued to follow Martin? How did you arrive at the conclusion that he kept following? He said he stopped and was heading back to his vehicle.
