We reissued the note to make clear that Under Secretary Acting Under Secretary for R, Kathy Stephens, will be traveling to Algiers, Doha, Amman, Tel Aviv, and Jerusalem. With regard to our Jerusalem policy, its a permanent status issue; its got to be resolved through negotiations between the parties.
QUESTION: Is it the view of the United States that Jerusalem is the capital of Israel, notwithstanding the question about the Embassy, the location of the U.S. Embassy?
MS. NULAND: We are not going to prejudge the outcome of those negotiations, including the final status of Jerusalem.
QUESTION: Does that mean that you do not regard Jerusalem as the capital of Israel?
MS. NULAND: Jerusalem is a permanent status issue; its got to be resolved through negotiations.
QUESTION: That seems to suggest that you do not regard Jerusalem as the capital of Israel. Is that correct or not?
MS. NULAND: I have just spoken to this issue --

MS. NULAND: Our policy with regard to Jerusalem is it has to be solved through negotiations. Thats all I have to say on this issue.

Like I said. The only way this is remotely possible is via brokered convention. Do you really think this is going to happen? I’d love to see this, really. But I have to live in the real world. There was actually legislation, passed during the GW Bush administration, that required the USA to recognize Jerusalem as Israel’s capital, move the embassy etc. Bush made a “signing statement” that said he regarded the law as advice only, and kept on with business as usual.
Candidate Obama brazenly lied (to folks who wanted to be lied to) that he regarded Jerusalem as the “eternal undivided capital of Israel. Once in office, however, that notion was quickly discarded.
Well now, it looks as the state dep’t just poked the God of Israel in the eye...What arrogance.
George W. Bush betrayed Israel too. When Congress in 2002 passed a law mandating that passports of U.S. citizens born in Jerusalem said “ISRAEL”, and Bush wrote an Obama-style signing statement saying he would refuse to enforce that provision. Prick.

What’s the deal here? Bush didn’t want to recognize Jerusalem as part of Israel? And when we passed a law to do so, Bush reneged to sign it? I know I’m missing something here, what is it. Why would we need a law for something as obvious as that? And what’s his refusal about?

Yes well George W. Bush said the same thing, when he was running for President, but it was words to get elected. There isn’t anyone, either running for or in public office going to do that because every Muslim country on this planet will try to eradicate us and Israel.

Bill was passed and signed into law under Clinton, but it contained a waiver for national security which the President can sign every six months, as Clinton, Bush and now Obama have done. GWB’s waivers probably the most egregious as he not only ran on the issue but had it inserted into the Republican Platform, making the GOP dishonest on the issue.

On top of hearing this, I came across this today....."The time to pray for Israel is right now. Alarming news has just come out that the enemies of Israel have cunningly planned a provocation against Israel this Friday, March 30. This provocation has been planned and prepared by Iran and other Islamic extremist groups. Protesters from all over the world who believe Jerusalem belongs to the Palestinians, and not to the Jewish people will march toward the borders of Israel, with the officially stated aim to "end the Zionist policies of apartheid, ethnic cleansing, and to liberate the holy city of Jerusalem from illegal Zionist occupation.
I have no idea if this is true about Friday. So is the reason for this waiver - something to do with the Palestinians?
We should always write unConstitutional before “signing statement”. It’s another attempt at continuing the imperial presidency, along with a Congress that’s abrogated it’s legitimate obligation to legislate to the Executive. Disgusting.

Essentially. The State dept doesn’t recognize any part of Jerusalem as part of Israel. Note the Embassy site which was purchased in the 90s, is in “West” Jerusalem, and has been part of Israel since it’s founding. So far three Presidents are afraid to cross State, we’ll see about the fourth.
What is their 'excuse' for not recognizing Jerusalem?
