Pedos flock to organizations where they can get easy access to children. Public schools, churches, boy scouts, etc. They actually organize a molestation ring and protection amongst themselves once they infiltrate. It can be national or international. Sometimes they create service organizations for children so they can get access to and molest children as occurred at Penn State.
