HOUSTON – A high-risk sex offender was on the loose Friday night after escaping from a Houston halfway house and discarding his GPS tracking ankle monitor, the Houston Chronicle reported.
Michael Elbert Young, 42, climbed over a barbed wire fence at the Southeast Texas Transitional Center after last being seen around 9:50pm local time Thursday night.

Anyone seeing a dangerous sex offender near Easter Egg hunts with children might want to be able to protect their kids and spot someone like him.
He is about 200 miles from me...
The more people that hear about this and see his picture, the more likely he is to be caught.
Our church (way out in the boonies, thankfully) is having its annual Easter egg hunt tomorrow morning before the service. I don’t know what went badly in Georgia and Colorado, but our adults still behave as such, and the kids have a glorious time of it.
Even so, in this ever-so-enlightened age of Obama as President(!?!?), I always carry a CW everywhere, including church. I’ll have one on me tomorrow morning during the egg hunt, of course.
Woe betide this waste of skin if he should decide to pay a visit while the kids are out enjoying their confectionery windfall tomorrow. He’ll be making yet more headlines, but after that, hardly any at all...

I wonder why, if this person is so dangerous, that he is not listed on the Texas PS site for sexual offenders.
They also had the top ten wanted sex offenders in Texas. The majority of this list was whites.
I am not targetting based on race -- just trying to protect children with Easter Egg Hunts scheduled for tomorrow.
Young may be armed. He has a history of using weapons, primarily knives, during previous assaults. Officials said Young has family and friends in and around the South Park neighborhood in Houston. He may be mentally unstable -- a condition possibly aggravated when not taking medication, according to the DPS.

The bracelet may actually still be on, but it is not functioning.
I do not think computer chips and other electronic technical do not work well after getting hit with a sledge hammer ( /saracam off).
Of course, hitting your foot with a sledge hammer might make your foot not function very well...
The person may not have removed it so much as disabled how it functions...
You can cut an ankle bracelet with a knife but it sends a signal when you do. So if on the run , you cut it off and run like hell so they can’t find you.

GPS tracking is good, but a backup would be tracking based on cell phone technology.
The person might be able to disable one, but the other might survive.
When the person starts tampering with either one, the cell phone based technology could send info -- which might include audio recordings as well as perhaps other data. The cell phone type technology could be in sleep mode until some significant event happens.
Adding some sort of cell phone technology might require some charging, but maybe that could be done while the person is sleeping. It should be that if the this cell phone technology charge gets too low, then it might send out an alert requiring it to be recharged. At such a time, those supervising the individual would require it to be immediately recharged. If not, the individual would be forcibly restricted from any activity until the this device is recharged.
This way, the convicted felon must deal with two different technologies.
Being able to monitor audio might help in re-apprehension.
It would require the re-charging (probably) but if it never allowed to get less than 3/4 charge, it might make it difficult to defeat the GPS based technology.
And these technologies probably could be made waterproof...

It sounds like there are flaws with the current tracking technology, but they could be fixed by augmentation and improvement.
Of course, good old fashioned tracking with blood hounds is hard to beat -- if the person is on foot.
Blood hounds can follow the trail of a single human cell...
However, in the age of the automobile, there is no way to track the person once the person enters a vehicle...
It is why I like hard freezes -- they are very hard on mosquitoes...
I don't know why. He was, after all, a criminal to begin with. They are pretty good at things like that.
I bet you could figure a way to defeat or remove the collar, if you had nothing to do but stay in your house all day with that darn collar on your ankle. Focus is a powerful tool.
