Executive Order -- Supporting Safe & Responsible Development of Unconventional Domestic Natural Gas

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to coordinate the efforts of Federal agencies responsible for overseeing the safe and responsible development of unconventional domestic natural gas resources and associated infrastructure and to help reduce our dependence on oil, it is hereby ordered as follows:

Section 1. Policy. In 2011, natural gas provided 25 percent of the energy consumed in the United States. Its production creates jobs and provides economic benefits to the entire domestic production supply chain, as well as to chemical and other manufacturers, who benefit from lower feedstock and energy costs. By helping to power our transportation system, greater use of natural gas can also reduce our dependence on oil. And with appropriate safeguards, natural gas can provide a cleaner source of energy than other fossil fuels.

For these reasons, it is vital that we take full advantage of our natural gas resources, while giving American families and communities confidence that natural and cultural resources, air and water quality, and public health and safety will not be compromised.

While natural gas production is carried out by private firms, and States are the primary regulators of onshore oil and gas activities, the Federal Government has an important role to play by regulating oil and gas activities on public and Indian trust lands, encouraging greater use of natural gas in transportation, supporting research and development aimed at improving the safety of natural gas development and transportation activities, and setting sensible, cost-effective public health and environmental standards to implement Federal law and augment State safeguards.

Because efforts to promote safe, responsible, and efficient development of unconventional domestic natural gas resources are underway at a number of executive departments and agencies (agencies), close interagency coordination is important for effective implementation of these programs and activities. To formalize and promote ongoing interagency coordination, this order establishes a high-level, interagency working group that will facilitate coordinated Administration policy efforts to support safe and responsible unconventional domestic natural gas development.

Sec. 2. Interagency Working Group to Support Safe and Responsible Development of Unconventional Domestic Natural Gas Resources. There is established an Interagency Working Group to Support Safe and Responsible Development of Unconventional Domestic Natural Gas Resources (Working Group), to be chaired by the Director of the Domestic Policy Council, or a designated representative.

(a) Membership. In addition to the Chair, the Working Group shall include deputy-level representatives or equivalent officials, designated by the head of the respective agency or office, from:

(i) the Department of Defense;

(ii) the Department of the Interior;

(iii) the Department of Agriculture;

(iv) the Department of Commerce;

(v) the Department of Health and Human Services;

(vi) the Department of Transportation;

(vii) the Department of Energy;

(viii) the Department of Homeland Security;

(ix) the Environmental Protection Agency;

(x) the Council on Environmental Quality;

(xi) the Office of Science and Technology Policy;

(xii) the Office of Management and Budget;

(xiii) the National Economic Council; and

(xiv) such other agencies or offices as the Chair may invite to participate.

(b) Functions. Consistent with the authorities and responsibilities of participating agencies and offices, the Working Group shall support the safe and responsible production of domestic unconventional natural gas by performing the following functions:

(i) coordinate agency policy activities, ensuring their efficient and effective operation and facilitating cooperation among agencies, as appropriate;

(ii) coordinate among agencies the sharing of scientific, environmental, and related technical and economic information;

(iii) engage in long-term planning and ensure coordination among the appropriate Federal entities with respect to such issues as research, natural resource assessment, and the development of infrastructure;  (iv) promote interagency communication with stakeholders; and

(v) consult with other agencies and offices as appropriate.

Sec. 3. General Provisions. (a) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(b) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department, agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

He is trying to cut the GOP off at the pass by muting their criticism of his energy policies. Though he says the great majority of NG is produced on private land, but he wants to regulate as much as possible of any NG produced.

All this nationalization, EOs and dictatorship moves by Dear Leader begs one question. Does he really think that he has the bulk of the military, law enforcement and an armed citizenry behind him? If not, what are his plans? Soviet Russia, Red China, Nazi Germany and the Muslim Caliphate had a weakly armed or disarmed populace to deal with. Just the licensed deer hunters in this country would make up the largest army the world has ever seen. The same for pheasant hunters or target shooters.

I can tell you about what is happening in my small community: the Democratic Party Headquarters is located in the Longshoremen’s Union Hall. Why? The reason escapes me, unless they expect to be managing massive protests, work stoppages and riot coordination from that building!

No doubt Obama is attempting to Nationalize and further devastate the Oil and Natural Gas Industry by further regulation which will only kill the little oil and gas production we now have in the US and raise prices even beyond the current record price levels.

What do y'all think of this?

For starters, I think Natural Gas prices have bottomed.

Second, lots of folks in red states heat with Natural Gas.

Third, I think it could be a Fort Sumpter moment. There is a tremendous amount of natural gas produced with oil (oil being the primary objective). Regulate the gas which is a byproduct of oil production, and it effectively regulates oil production.

Most of the oil and Gas producing states have their own regulations and don't need nor desire such multiagency Federal meddling in their State economies.

Propane as a vehicle fuel will not work at -30C or -22F, it stays liquid. School buses in Canada cannot operate at that temperature on propane, and the schools using it cancel.

Battery operated or electric cars freeze up also in cold temperatures. Running the heater on an electric car or hybrid drains the battery.

Natural gas might have a limited role as an alternative vehicle fuel but neither it nor electric can replace oil or energy out put for cold winter weather driving.

Obama has no climatic clue as to what he is talking about. Given he is recently from Illinois, he should know better. But then if you ride in a limmo, you probably let peasants worry about such things.

American Thinker had a great article on this and tied it Brightsource Solar yanking its IPO. There’s no appetite in the equities market for expensive “alternative” energy. In other words, there’s no market for their products. Therefore, Obastard must artificially raise fossil fuel prices way above their natural levels via EO. The reasons proffered for this EO are a smokescreen — it’s just a ploy to double the price of NG to make solar and wind “competitive.”

We are so screwed if this gang wins another term.

I've watched this closely, being from an area that would tremendously benefit from tapping the Marcellus shale fields. They've tried to use every excuse to halt it, from polluting the local water table to regional earthquakes, as a means to regulate natgas, and they have failed. Even after a poll in my home state of Maryland found a majority of the citizens in favor, one Dim apparatchik even attacked both the poll and the residents as not being 'thoroughly informed' (READ: not properly manipulated by sanctioned state propaganda). Now they're going to use imperial federal authority - both real and contrived - to walk on the 10th Amendment again and place another domestic resource under the auspices of - surprise, surprise - the EPA and Homeland Security. This has gone beyond some display of mass dementia - these people need to be herded onto reservations and segregated from humanity in perpetuity.

He's talking about regs on Public Lands only which is nothing new

He thinks this is the same gas we use in our cars...That's what it appears to say?????

My bud has land in the Marcellus shale fields and finally applied to be part of the growth of this field. But...too late...they stopped taking leases near him. He’s really ticked now...but he was listening to all the bad news....and scr**** himself.

No, it isn’t. He’s going to throw legal roadblocks/impediments in front of every company exploring/extracting NG and slow it to a crawl, in favor of his corrupt, criminal “green energy” crap scams.

The price “will necessarily rise”, just as electricity is doing, from his shutting down scores of coal-fired power plants, mainly in the northeast. He’s just getting started on the NG industry.

If he gets another 4yrs, he’ll gut the NG industry, as he’s doing to the petroleum and coal industries, crippling America to death!
