House to 'deem' approval of 2013 budget on Tuesday

The House on Tuesday will pass a resolution that will deem the GOP-passed budget resolution as passed for the purpose of setting budget targets as members work on FY 2013 appropriations bills.

The so-called "deeming resolution" is included in a rule setting the terms of debate for a gun rights bill, H.R. 4089, which will also be debated on Tuesday. Republicans on Monday evening released a statement explaining why it is proceeding this way, and pinned it on the failure of the Senate to approve a budget for the third year in a row.

"When the Senate refuses to act, the House must take steps to ensure that it can responsibly proceed with the appropriations and budget process," the statement said. "This is accomplished through the use of budget enforcement language in a rule, commonly called a 'deemer' because it 'deems' the House budget levels in place until there's a joint agreement between the House and Senate."

Language provided by the Rules Committee says that the deeming resolution "provides that the House-passed budget resolution shall have force and effect until the adoption of a conference report on the budget resolution."

Funny how they screamed when the Rats tried that whole "deeming" thing.

Further proof that they are all scum and all need to go.

I was thinking the exact same thing...

I'd just rather they shut the whole FedGov down until Dingy Harry is ousted and they can pass a REAL budget.

I don't think that was the same thing. Dems were trying to call Obamacare a “deemed passed” budget measure to evade the filibuster for the non-budget items. This is a genuine budget measure, so I don't’ think the GOP is being hypocritical.

Who are being obstructive are the Dems in the Senate who have not passed a budget measure that could go to committee with the House for over 1000 days and counting.

Yes, parlimentary procedures work both ways. Let the libs scream unfair. The difference here is that the house is run by the GOP, and the GOP budget concept passed in the house, unlike the last 3 years budget bills offered by the left- not a one even could pass both houses and become budget auhtorization law(s) and they owned BOTH.

The best the left can do is make up a story on how more spending is needed to offset the recession- yeah, tell your children that when they run out of income, borrow more to enjoy the lifestyle they DESERVE and see where you wind up...

Big difference in this case.

Our country cannot afford to not have a budget AND spend like the funds are unlimited.

Cut, cap, cut more. Gotta start somewhere.

I don’t approve of any of this deeming crap.

Vote like you’re supposed to.

This isn’t hypocritical. The Senate steadfastly refuses to participate in the budget process. All spending must be approved by the House. In order to develop a framework for spending, there simply must be a budget. Since the Senate refuses to participate, what choice is there but for the House to “deem” a budget to be passed?

It is not the same as what the Democrats tried to do with Obamacare. The Dems were afraid that they did not have the votes, so in order to bypass the normal process of voting, they planned to “deem” the bill passed. In the current case, the Senate plain flat refuses to bring the budget to floor!

I also despise the “deem” thing and think that anything that passes either house of Congress must ACTUALLY pass.

However, if someone could sneak in a repeal of 18 U.S.C. 922(o), I could live with that. It’d make up for the parliamentary shenanigans that got that abomination passed into law in the first place, and would be a true schaedenfreude moment when the liberal fascists realized the implications.

Otherwise, stop the deeming.

Make it all of 922. The entire statute is a blatant “infringement”.
