Referencing todays post on Glenn Beck and Constitutional Carry, I bumped into the founder of the Second Amendment Foundation at the NRA convention. I asked Alan Gottlieb if he could foresee a day when the entire country enjoyed permitless concealed carry (a la Alaska, Arizona, Wyoming and Vermont). Itll never happen, the gun rights champion stated flatly. New York, New Jersey, Illinois, Hawaiiit would have to get through the legislature, and that just isnt in the cards. Never? Not in my lifetime. Given Mr. Gottleibs considerable contribution to our collective gun rights, lets hope thats a very long time. Lets also hope the Supreme Courts incorporation of the Second Amendment (via the McDonald decision) eliminates local and state laws that trample our constitutional right to armed self-defense.
I talked to him a few years ago, and he was rather pessimistic about open carry. I think that events have shown that he was too pessimistic.
I think he’s right.
I think Constitutional carry will eventually sweep the South, Midwest and Mountain States. I can even see some unfriendly States being forced to allow licensed carry and recognize other States licenses (so someone from Texas doesn’t get rung up on gun charges in New York).
I don’t see unlicensed carry happening in the Northeast or Far West without a Constitutional Amendment that would be extraordinarily difficult to pass, though.

I live in Kentucky, a very pro-2nd Ammendment state, but I can assure you constitutional carry will never happen here because the repeal for the need for a permit would mean the loss of fee revenue for government. Sad but true.
IMHO, a Federal law requiring both shall-issue and reciprocity between states would be a gigantic step forward, and much easier for the Northeast and Far West to swallow.
A Federal Law requiring reciprocity would be a a wonderful first step.
For a considerable period of time, I think concealed carry will be more socially palatable than open carry and I would far rather have reciprocity than universal open carry.

This isn't anything that needs to go through a Legislature. It's already codified in law. Article 6 paragraph 2 and the 2nd Amendment state it quite clearly. Even without the latter 14th Amendment Privileges and Immunities clause.
Shall not be infringed. Keep AND bear. Supreme law of the Land.
LAWS OF ANY STATE TO THE CONTRARY NOTWITHSTANDING.

You don’t need a law. The Constitution already lays it out.
Too bad the Constitution nor “stand your ground” laws will help George Zimmerman.
This was to be a nation where rule of law existed.
